The EU Constitutional Treaty was drawn up as a result of the discussions of the Convention on the Future of Europe, established as a forum for consideration of wide-ranging reforms, particularly taking into account the consequences of EU enlargement, and the need to improve the clarity, transparency, accountability and efficiency of its decision-making processes. This Command Paper contains the final text of the EU Constitutional Treaty, as agreed in Rome in October 2004, with a commentary which explains the meaning and effect of each article, sets out how the Treaty relates to previous treaties and analyses where the Treaty introduces changes to the European Union's powers.
