Treaties in Force is prepared by the Department of State for the purpose of providing information on treaties and other international agreements to which the United States has become a party and which are carried on the records of the Department of State as being in force as of its stated publication date, January 1, 2013. With respect to treaties and agreements in force as of January 1, 2013, information regarding status is up to date as of the date indicated as authoritative. The term “treaty” as a matter of U.S. constitutional law denotes international agreements made by the President with the advice and consent of the Senate in accordance with Article II, section 2 of the Constitution of the United States. In addition to such “treaties”, this publication covers international agreements in force that have been concluded by the Executive (a) pursuant to or in accordance with existing legislation or a prior treaty; (b) subject to congressional approval or implementation, and/or (c) under and in accordance with the President’s constitutional powers. Treaties in Force is arranged in two sections. Section 1 includes bilateral treaties and other international agreements listed by country or other international entity with subject headings under each entry. Arrangements with territorial possessions of a country appear at the end of the entry for that country. In some cases, treaties and international agreements applicable to a territory prior to its independence are included in the entry for that country on the basis of its assumption of treaty obligations upon becoming independent, as noted at the beginning of the entry for that country. For convenience, some treaties and agreements concluded with countries whose name or statehood status has changed continue to be listed under the name in use at the time the agreement was concluded, if the title of the treaty or agreement has not been formally amended. Section 2 lists multilateral treaties and other international agreements to which the United States is a party, arranged by subject. The depositary is the authoritative source for a current list of parties and information on other matters concerning the status of the agreement, and status information often changes. Information is provided on the depositary for the agreement in question, and contact information, including an Internet site is provided for the depositary where available.
This volume brings together a number of scholars from a variety of disciplines to examine the phenomenon of the transformation of Poland within the context of regional and global power relations, focusing in particular on analyses of the country’s political and social development within the area of transatlantic relations. It provides a distinct view on the current dynamics and future perspectives of the transatlantic alliance. At a time when the story of Poland as the shining example of post-Communist success and European integration has been interrupted, several other leading narratives of the Western world also appear to be in danger: western values cannot be considered to be universal, the message of globalization has lost its power, and the structure of the international order is described in increasingly delusional terms. The study sheds light on features of Poland’s performance on the regional scene and will stimulate discussion about the lessons that may be learned from the Polish experience by other states facing the challenges of transformation. The last 25 years of Polish history represent the unquestioned success of this political concept. Poland has become an independent actor able to take responsibility for its own future, thanks to the favorable configuration of global powers and the support provided by international leaders. Was this merely a historical episode that created an opportunity for one actor? Can this scenario be repeated? Under what conditions?
This study evaluates the health of the U.S.-Canadian defense industrial relationship, which is critically important as the U.S. Department of Defense expands the national technology and industrial base. The CSIS study team gathered and analyzed a wide range of quantitative data and conducted interviews with government and industry officials involved with bilateral cooperation on both sides of the border. In addition to looking at top-level history, legislation, policy, and trends, the study team undertook five sectoral case studies highlighting different aspects of the benefits from and challenges facing bilateral cooperation. The study finds that the benefits to both partners exceed what either could obtain solely by relying only on its own national resources. While the overall U.S.-Canadian defense industrial relationship remains sound, the study team identifies a range of recommendations to enhance its value to both partners.
The United States maintains defense ties with as many as 60 countries, which not only enables its armed forces to maintain command globally and to project its force widely, but also enables its government to exert leverage over allies' foreign policies and military strategies. In Defending Frenemies, Jeffrey W. Taliaferro presents a historical and comparative analysis of how successive US presidential administrations have employed inducements and coercive diplomacy toward Israel, Pakistan, South Korea, and Taiwan over nuclear proliferation. Taliaferro shows that the ultimate goals in each administration, from John F. Kennedy to George H. W. Bush, have been to contain the Soviet Union's influence in the Middle East and South Asia and to enlist China as an ally of convenience against the Soviets in East Asia. Policymakers' inclinations to pursue either accommodative strategies or coercive nonproliferation strategies toward allies have therefore been directly linked to these primary objectives. Defending Frenemies is sharp examination of how regional power dynamics and US domestic politics have shaped the nonproliferation strategies the US has pursued toward vulnerable and often obstreperous allies.
