It contains 2 parts of the proceedings of a Conference held at Stockholmsmassan, Alvsjo, Sweden, 21-24 May 1989, organized by the Swedish Board of Transport in co-operation with the Department of Traffic Planning and Engineering, Lund Institute of Technology.
The report discusses treatment of earned income, in-kind benefits, and speedy re-instatement of social assistance benefits for people with disabilities to bridge them from dependency on income-support programs to independence and employment. Besides recommending that people with extraordinary drug and medical expenses receive in-kind benefits regardless of income, the report calls for a re-examination of the viability of a comprehensive and universal disability insurance system.
