"The book provides a compact theoretical account of the hidden functioning logic of the ideal of transparency. Transparency as a concept has become hugely popular in legal discourse and beyond. The book argues that there are underlying optical, conceptual, and social reasons why transparency makes sense to us: it promises immediate seeing and understanding. That is why it can form a powerful metaphor of controllability: in the state, for example, the governed are able to monitor the inner workings of the governor through transparency practices. The modern push for transparency is premised on the notion that the truth about governance is key to its legitimacy, and transparency can provide legitimacy through access to truth. The book argues that this premise is false. Instead of accessing legitimacy by providing truth, transparency is labelled by either-or logic, which is referred to as 'the truth-legitimacy trade-off' in the book: transparency can provide either truth or legitimacy. Through this argument, the book questions the neutrality promise vested in transparency and claims that transparency is primarily a tool for creating appearances. The book consists of nine chapters divided into three parts: The Opacity of Transparency, The Promise of Transparency, and The Reality of Transparency. It combines legal and policy themes and research with interdisciplinary inputs, such as social philosophy and cultural and media studies, contributing to the growing literature on critical transparency studies"--
"Transparency," by Colin Rowe and Robert Slutzky, originally published in English in 1964 (in Perspecta 8), followed by a German translation in 1968, is one of the main modern reference texts for any student of architecture. Rowe and Slutzky co-founded the architects group "Texas Rangers" at the University of Texas in Austin, together with John Hejduk, Werner Seligmann and Bernhard Hoesli. In conjunction with their teaching activities, the group members sought to develop a new method for architectural design and proceeded to test their models in the teaching environment. This book examines corruption in public procurement in three Member States of the EU, reviewing their different approaches to combating corruption, and the extent to which the transparency principle is applied in their procurement systems. The focus of the work is on the contrast between the unsuccessful procurement legislation of a relatively young Member State (Bulgaria) and its attempt to curb corruption by expanding the scope of application of the transparency principle, and two examples of procurement systems where corruption is limited adequately, without an excess of information procedural requirements (Germany and Austria). The book scrutinizes the transparency rules, procurement participants, and responsible institutions in the award of procurements in these countries. It discusses in detail the types of infringements involving corruption as well as their link to infringements of the transparency principle. It compares and examines the systems of control and appeal against a contracting authority's actions within the various legislative schemes, and highlights the legislative weaknesses which fail to reduce corruption. The comparative analysis between the Bulgarian public procurement system and the German and Austrian systems is carried out through detailed research not only with regard to adherence to the transparency principle, but also to the use of other mechanisms to limit corruption, insofar as these solutions are appropriate and could be adapted in other countries currently lacking sufficient anti-corruption measures.

Transparency and Apperception: Exploring the Kantian Roots of a Contemporary Debate explores the links between the idea that belief is transparent and Kant’s claims about apperception. Transparency is the idea that a person can answer questions about whether she, for instance, believes something by considering, not her own psychological states, but the objects and properties the belief is about. This marks a sharp contrast between a first-person and third-person perspective on one’s current mental states. This idea has deep roots in Kant’s doctrine of apperception, the claim that the human mind is essentially self-conscious, and Kant held that it underlies the responsibility that a person has for certain of their own mental states. Nevertheless, the idea of transparency and its roots in apperception remain obscure and give rise to difficult methodological and exegetical questions. The contributions in this work address these questions and will be required reading for anyone working on this intersection of the philosophy of mind and language, and epistemology. The chapters in this book were originally published in a special issue of the Canadian Journal of Philosophy.

“Agrifood value chains of small and medium-sized producers in the Near East and North Africa region have the potential to generate more value through improved access to high-value markets. Limited logistics capacity in the region, coupled with lack of access to continuous cold chain, has resulted in weak supply chain management, high level of food loss, lack of compliance with food quality and safety standards; information asymmetries; and unfair value distribution, affecting income and livelihood of small and medium-sized producers. Improving traceability and transparency along the agrifood value chains can help building consumers' trust by better tracking the origin of food, identifying, detecting and mitigating the impact of food safety and quality issues in a timely manner and enhancing price visibility and information sharing on value distribution in each stage of the value chain. Digital technologies can play an important role in enhancing traceability and transparency by ensuring the collection of comprehensive, consistent and reliable data along the supply chain, real-time tracking, easy aggregation, integration, analysis and sharing of data. Despite the recognition of game changing potential, few studies have analysed the feasibility of application of these technologies to improve traceability and transparency of value chains, from farm-gate to market, in the region. To fill this gap in knowledge, this study was conducted to understand the digital landscape in the region, examine barriers and incentives for uptake of these technologies and to propose solutions that can improve the adoption rate and sustainability of digital technologies for small and medium-sized producers.”
