Asia must be at the center of the global fight against climate change. It is the world’s most populous region, with high economic growth, a rising share of global greenhouse gas emissions, and the most vulnerability to climate risks. Its current resource- and emission-intensive growth pattern is not sustainable. This study recognizes low-carbon green growth as an imperative—not an option—for developing Asia. Asia has already started to move toward low-carbon green growth. Many emerging economies have started to use sustainable development to bring competitiveness to their industries and to serve growing green technology markets. The aim of this study is to share the experiences of emerging Asian economies and the lessons learned. The book assesses the low-carbon and green policies and practices taken by Asian countries, identifies gaps, and examines new opportunities for low-carbon green growth.
This report provides a review of the economics of climate change in the Southeast Asia, with a particular focus on Indonesia, Philippines, Singapore, Thailand, and Viet Nam. It confirms that the region is highly vulnerable to climate change and demonstrates that a wide range of adaptation measures are already being applied. The report also shows that the region has a great potential to contribute to greenhouse gas emission reduction, and that the costs to the region and globally of taking no early action against climate change could be very high. The basic policy message is that efforts must be made to apply all feasible and economically viable adaptation and mitigation measures as key elements of a sustainable development strategy for Southeast Asia. It also argues that the current global economic crisis offers Southeast Asia an opportunity to start a transition towards a climate-resilient and low-carbon economy by introducing green stimulus programs that can simultaneously shore up economies, create jobs, reduce poverty, lower carbon emissions, and prepare for the worst effects of climate change.
Climate change is a global concern of special relevance to Southeast Asia, a region that is both vulnerable to the effects of climate change and a rapidly increasing emitter of greenhouse gases (GHGs). This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.
This book is the first comprehensive assessment of the state of low-carbon investments in Asia, analyzing the rationales, mandates and public–private financing activities. Based on the experiences of several regional initiatives wherein public financing is catalyzing private investments in low-carbon infrastructure, this book proposes a framework that can be used as a tool to identify factors that influence private investment decisions and policy instruments that can scale up the private capital. Placing the Asian economies onto a low-carbon development pathway requires an unprecedented shift in investments. The future of China, India and Asia’s other emerging economies and their ability to take a ‘low-carbon’ and ‘climate-resilient’ development path determine the future of global carbon emissions and climate change. Indeed, the battle to confront global climate change will be won or lost in Asia. The transition to a low-carbon, climate-resilient economy (LCE), which involves many steps towards improved energy efficiency, alternative energy sources and transport systems, sustainable land use, eco-friendly consumption and proactive adaptation, may be regarded as the world's fourth revolution, after the industrial revolution, agricultural revolution, and the information revolution. Asia is highly vulnerable to impacts of climate change. Yet because of its dynamic economies and massive populations, Asia offers the greatest opportunity for overcoming the trade-offs and pursuing low-carbon development pathways. With a growing consensus that there is limited time to avoid the worst impacts of climate change, scientists, engineers, policymakers, and economists across Asia have recently begun discussions on how Asia can make a transition to LCE. Most discussions, however, focused on transfer of technologies from developed to developing countries and overlooked other equally important challenges such as financing, governance, and information dissemination. This book is the first to look at these neglected aspects of LCE and attempt to integrate both market-based and technology-based solutions into a comprehensive strategy to creating a roadmap for LCE in Asia. This book is an essential reading for economists, policy makers, practitioners, engineers and researchers concerned with climate change, energy production and development in Asia and the impacts and potential for the world.
This paper takes stock of Seychelles’ plans to manage climate change, from the perspective of its macroeconomic implications. It suggests macro-relevant reforms that could strengthen the plans’ likelihood of success. It highlights high public awareness and a body of existing sustainable development planning, which puts Seychelles several steps ahead toward preparedness. Next steps would be to ensure that climate change planning is integrated with the forthcoming National Development Plan. Disaster preparedness is a relatively strong point, but there is much still to be done—from improving warning systems to resilience building to contingency financing.
Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
There are demands on central banks and financial regulators to take on new responsibilities for supporting the transition to a low-carbon economy. Regulators can indeed facilitate the reorientation of financial flows necessary for the transition. But their powers should not be overestimated. Their diagnostic and policy toolkits are still in their infancy. They cannot (and should not) expand their mandate unilaterally. Taking on these new responsibilities can also have potential pitfalls and unintended consequences. Ultimately, financial regulators cannot deliver a low-carbon economy by themselves and should not risk being caught again in the role of ‘the only game in town.’
China is an integral actor in any movement that will stabilize the global climate at conditions suited to sustainable development for its own population and for people living around the world. Assessments of China’s climatic-system consequences, impact, and responsibilities need to take into account the strengths, weaknesses, and potential of subnational governments, non-governmental organizations, transnational non-state connections, and the urban populace in reducing greenhouse-gas emissions. A multitude of recent local initiatives that have engaged subnational China in actions that mitigate emissions can be enhanced by powerful framings that appeal to citizen concerns about air pollution and health conditions. China Confronts Climate Change offers the first fully comprehensive account of China’s response to climate change, based on engagement with the global climate governance literature and current debates over responsibility along with specific insights into the Chinese context. Responsible implementation of any overarching climate agreement depends on expanding China’s subnational contributions.
