This edited volume introduces readers to the relationship between higher education and transnational politics. It shows how higher education is a significant arena for regional and international transformation as well as domestic political struggle replete with unequal power relations. This volume shows: The causes and impacts of recent transformations in higher education within a transnational context; Emerging similarities in objectives, institutional set-ups, and approaches taking place within higher education institutions across different world regions; The asymmetrical relations between various kinds of institutional, commercial and state actors across borders; The extent to which historical and colonial legacies are important in the transformation of higher education; The potential effects these developments have on the current structure of international political order. As demand for tertiary education continues to rise across Asia, countries are expanding their higher education systems outwards by constructing new universities, hiring more faculty and encouraging private provision. Many of these systems are also moving upwards by introducing new graduate programmes to ensure that there are enough qualified professors and researchers for the future. Based on data from the UNESCO Institute for Statistics (UIS) and a diverse range of national and international sources, this report provides a comprehensive view to evaluate different strategies to expand graduate education. Special focus is given to middle-income countries in the region which have recently experienced the most dramatic growth through an innovative mix of policies. For example, interventions aimed at improving university rankings may be controversial but are nonetheless reshaping university reforms. The report highlights the pros and cons by comparing the three most commonly-used university ranking systems. Across the region, countries are not simply seeking to accommodate more students - they are striving to build top-quality universities that can produce the research and workforce needed for national economic development. So this report presents a range of data to better evaluate the economic benefits flowing from university research, as well as the spillover effects to the private sector. The authors also analyse the ways in which international collaboration can boost the productivity and quality of university-based research. Overall, this report provides the data and analysis to help countries weigh the balance of different policies to expand their higher education systems.
Enormous changes are affecting African production agriculture, urbanization, and food consumption patterns, requiring new approaches to training and knowledge generation and dissemination to achieve food security. Many agricultural universities and other tertiary agricultural education (TAE) organizations have been slow to respond, hindered by inadequate staffing and facilities and growing competition for funds. However, some African agricultural universities are transforming themselves and are achieving remarkable success. This book documents successful approaches to remaking TAE in Africa to inspire leaders, both formal and informal, of other TAE organizations. It emphasises adaptive strategies and processes creating an internal culture driven by stakeholder needs and where organizational transformation improves the quality and relevance of teaching, research, and outreach. The chapters cover the role of TAE in agricultural transformation, trends in TAE in Africa, solutions to the rigour-versus-relevance dilemma, curriculum design informed by actual and emerging labour market conditions, innovation and entrepreneurship, TAE quality assurance, and networking among TAE institutions.
In this edited book we are compelled to think about the convergences between the technological advances made possible by lockdowns brought on by the Covid-19 Pandemic and increased 4IR use in the South African context. The insights presented in this edited volume make a case that transformation of higher education scholarship cannot happen without making space for historically excluded knowers, thinking differently about historically marginalized knowledges and by constantly grappling with new developments and how they facilitate or encumber the transformation project. Consequently, Transforming Higher Education Scholarship After Covid-19 and in the Context of the 4th Industrial Revolution does a good job of illustrating how shifts towards the advancement of 4IR in the South African Higher Education sector impacted the transformation trajectory. In their efforts to reimagine universities in Africa into African universities the authors in this edited volume grapple with how race and gender intersect in making the experiences of Black women in the South African academy untenable. The chapters also contend for the significance of pluriversal knowledges by making a case for the place of Indigenous Knowledges Systems in building African universities. As we grapple with the changes the 4IR has on the world and the teaching and learning landscape, some of the chapters in this volume make a compelling argument for thinking both from a critical perspective about what the challenges the developments coming out of these technologies mean for South Africa and the continent as well as what possibilities for positive impact these tools bring. This multidisciplinary volume highlights the transformed nature of the relationship between higher education and society in the 21st century. In particular, it argues that the development of the global university, especially in the non-western world, has transformed the traditional understanding of the relationship between higher education and society. This has important implications for the relations of state, as education has not only become an object of national development policy but for many states an important export. The history of the university reflects the decisive social transformations which have given definition and identity to both new nations and modern societies. In the post-war period, universities in the industrialized world underwent a radical shift. The mass expansion of higher education ensured that universities were no longer centers designed to train youth to assume the leadership positions held by previous generations. Instead universities were to become centers where job skills could be imparted and knowledge produced, refined and used in the newly emerging Cold War economies, and where students could develop the skills necessary for employment in a changing world. Rather than focusing on the refinement of future leaders, the task of the university became linked to the development of economically exploitable technical knowledge. A shift of comparable magnitude is now ongoing in the nature of higher education itself. Globalization has led to the growth of knowledge communities around the world, mirroring the rise of centers for global finance in previous decades. In the Middle East and Asia the demands of the knowledge-based economy have led to the opening of new indigenous universities and branch campuses and partnerships with established European and North American universities. Education City in Qatar, for instance, has received or been pledged more than 200 billion dollars since its inception. The growth of new indigenous universities has altered the traditional role of the university further, increasing the emphasis on courses which are close to the marketplace. These new partnerships have contributed to the creation of what is now referred to as the global university.
Trends in institutional partnership in higher education have shown tremendous growth in the past three decades. These trends are manifested through the growing initiatives of joint programs that promote collaborative research, academic mobility, joint curriculum development and course delivery, joint bidding for development projects and benchmarking. Partnerships in higher education have been used not only as an instrument for institutional development through a wide range of strategic alliances but also as an essential way of introducing new voices to the operations of the universities by initiating new paradigms that bring new perspectives and bear competitive advantage on the partners.
