This text reassesses the basic premises that have guided electricity development for more than a century in the light of new understanding, pressures and opportunities. It investigates the changes already in progress and those that may yet follow; their interactions and their implications for policy. As the world pursues sustainable development, what might sustainable electricity mean, and how can it be achieved?
Originally published in 1996, this book is an exploration and analysis of the electricity industry in the context of uncertainty following the energy crisis of the 1970s and concern over the greenhouse effect. Few industries demand a similar level of foresight and planning, or such vast amounts of capital. The book examines five well-known Australian, Canadian and New Zealand cases and closely analyses the ways in which various agencies have sought ends to serve the means at their disposal. Electricity has long been regarded as a natural monopoly, but questions of privatisation, regulation and government control are increasingly prevalent. The book explores these issues and also notes the experiences of other countries in its analysis of institutional reform. Aynsley Kellow argues for different approaches to electricity planning, which offer much by way of economic savings and minimisation of environmental problems.
In 1934, Lewis Mumford critiqued the industrial energy system as a key source of authoritarian economic and political tendencies in modern life. Recent debate continues to engage issues of energy authoritarianism, focusing on the contest between energy-driven globalization (the spread of energy deregulation and the simultaneous consolidation of the oil, coal, and gas industries) and the so-called "sustainable energy" strategy that celebrates the local and community scale characteristics of renewable energy. Some of these have promised a prosperous future founded upon technological advances that further modernize the modern energy system, such as "inherently safe" nuclear power, environmentally friendly coal gasification, and the advent of a wealthier, cleaner world powered by fuel cells; and the "green technologies," said by advocates to prefigure a revival of human scale development, local self-determination, and a commitment to ecological balance. br This volume offers a timely engagement of the social issues surrounding energy conflicts and contradictions. This book makes a structural analysis of the neoliberal restructuring in the global electricity industry. The book shows that the electricity liberalisation in different countries is just a reflection of the same structural trend in the global economy and avoids from both narrow country-specific and abstract global approaches by making a structural analysis completed by a case study. Thus, it aims reaching wider conclusions about how global changes in finance and ideology / knowledge structures influence domestic energy and economic policy preferences of developing countries. The book develops a taxonomy about organising principles around which the electricity industry has been structured historically and globally, and reveals drivers of change which influences the current energy transition in the electricity sector. Combining these aspects, the book uses financial and other economic data empirically, to shed light on the structural role of global transformation of the electricity markets on the domestic energy policy preferences of the developing countries. Thus, this work will be useful not only for academic purposes, but also for practitioners dealing with these issues.
This publication provides guidance on how governments and utilities in the Greater Mekong Subregion (GMS) can develop sustainable power development plans based on current international best practices. It outlines how the integration of strategic environmental assessments to an integrated resource planning approach can enable power development plans to explore or better manage renewable energy sources efficiently. Abstract: At the beginning of the 21st century Internet-based B2B e-Business is the ultimate driving force and transforming power in traditional business - the Old-Economy - and its continuous evolution toward a truly networked and globalized economic system. This paper develops a holistic definition and classification of e-Business in general and B2B e-Business in particular. This book analyses energy transitions and the opportunities and challenges for building sustainable energy systems to improve human capabilities while protecting the environment. Sufficient and secure energy supply is critical to human thriving and socioeconomic development. Yet energy systems are also implicated in the most pressing socio-environmental challenges of our time - climate change, air pollution, and water and land use. This book examines what is arguably the most ambitious vision for a renewable energy based system worldwide. This vision, often called Desertec, is for a regional electricity system supplying North Africa, Europe, and the Middle East with sustainable and affordable power. The behemoth plan would entail building dozens of large-scale solar and wind power plants mostly in North Africa, interconnecting the fragmented transmission infrastructure of 38 Mediterranean countries, and linking North Africa to the European Union (EU) through undersea transmission cables. Within the Mediterranean, the book focuses on Morocco, which is one of the most advanced developing countries in renewable energy scale-up, to understand its motivations for building renewable energy and the effects on sustainable development.
