This collection is derived from a conference held at the Vanuatu National Museum and Cultural Centre (VCC) that brought together a large gathering of foreign and indigenous researchers to discuss diverse perspectives relating to the unique program of social, political and historical research and management that has been fostered in that island nation. While not diminishing the importance of individual or sole-authored methodologies, project-centered collaborative approaches have today become a defining characteristic of Vanuatu's unique research environment. As this volume attests, this environment has included a dynamically wide range of both ni-Vanuatu and foreign researchers and related research perspectives, most centrally including archaeologists and anthropologists, linguists, historians, legal studies scholars and development practitioners. This emphasis on collaboration has emerged from an ongoing awareness across Vanuatu's research community of the need for trained researchers to engage directly with pressing social and ethical concerns, and out of the proven fact that it is not just from the outcomes of research that communities or individuals may be empowered, but also through their modes and processes of implementation, as through the ongoing strength and value of the relationships they produce. With this in mind, the papers presented here go beyond the mere celebration of collaboration by demonstrating Vanuatu's specific environment of cross-cultural research as a diffuse set of historically emergent methodological approaches, and by showing how these work in actual practice.
Over the last two decades, anthropological studies have highlighted the problems of 'development' as a discursive regime, arguing that such initiatives are paradoxically used to consolidate inequality and perpetuate poverty. This volume constitutes a timely intervention in anthropological debates about development, moving beyond the critical stance to focus on development as a mode of engagement that, like anthropology, attempts to understand, represent and work within a complex world. By setting out to elucidate both the similarities and differences between these epistemological endeavors, the book demonstrates how the ethnographic study of development challenges anthropology to rethink its own assumptions and methods. In particular, contributors focus on the important but often overlooked relationship between acting and understanding, in ways that speak to debates about the role of anthropologists and academics in the wider world. The case studies presented are from a diverse range of geographical and ethnographic contexts, from Melanesia to Africa and Latin America, and ethnographic research is combined with commentary and reflection from the foremost scholars in the field.
What happens when ritual practitioners from a small Pacific nation make an intellectual property claim to bungee jumping? When a German company successfully sues to defend its trademark of a Māori name? Or when UNESCO deems ephemeral sand drawings to be "intangible cultural heritage"? In Treasured Possessions, Haidy Geismar examines how global forms of cultural and intellectual property are being redefined by everyday people and policymakers in two markedly different Pacific nations. The New Hebrides, a small archipelago in Melanesia managed jointly by Britain and France until 1980, is now the independent nation-state of Vanuatu, with a population that is more than 95 percent indigenous. New Zealand, by contrast, is a settler state and former British colony that engages with its entangled Polynesian and British heritage through an ethos of "biculturalism" that is meant to involve an indigenous population of just 15 percent. Alternative notions of property, resources, and heritage—informed by distinct national histories—are emerging in both countries. These property claims are advanced in national and international settings, but they emanate from specific communities and cultural landscapes, and they are grounded in an awareness of ancestral power and inheritance. They reveal intellectual and cultural property to be not only legal constructs but also powerful ways of asserting indigenous identities and sovereignties.
“This edited volume of invited chapters honours the four decades of fundamental research by archaeologist Glenn Summerhayes into the human prehistory of the islands of the western Pacific, especially New Guinea and its offshore islands. This area helped to shape and direct many ancient dispersal events associated with Homo sapiens, initially from Africa more than 50,000 years ago, through the lower latitudes of Asia, into Australia, New Guinea, the Bismarck Archipelago, and possibly the Solomon Islands. Around 3000 years ago, coastal regions of northern and eastern New Guinea, and the islands of Melanesia beyond, played a major role in the Oceanic migrations of Austronesian-speaking peoples from southern China and Southeast Asia, migrations that have recently attained new levels of genetic complexity through the analysis of ancient DNA from human remains. For the first time, humans of both Southeast Asian and New Guinea/Bismarck genetic origin reached the islands of Remote Oceania, beyond the Solomons. Many of the chapters in this book deal with archaeological aspects of this Austronesian maritime expansion (which never seriously impacted the populations of the New Guinea Highlands), especially as revealed through the analysis of Lapita pottery and associated artefacts. Other chapters offer archaeological perspectives on trade and exchange, and on related topics that extend into the ethnographic era. The research of Glenn Summerhayes stands centrally amongst all these offerings, ranging from the discovery of some of the oldest traces of Pleistocene human settlement in Papua New Guinea to documentation of the remarkable phenomenon of Lapita expansion through Melanesia into western Polynesia around 3000 years ago. This Handbook sets out and assesses the international legal framework governing the protection of cultural heritage. Cultural heritage is frequently not bounded by national territory and can only effectively be protected through international cooperation. This is a primary driving force of contemporary multilateral, regional and bilateral initiatives, including legal measures. Accordingly, the handbook is primarily focused on public international law, but it embraces also aspects of private international law and comparative law. It analyses the substance of cultural heritage protection and explores its links with other areas of public and private international law, as well as the ways in which cultural heritage law is contributing to the development of international law itself. The book concludes with an examination of the implementation of cultural heritage law and of regional approaches. It reflects the diversity of developments in almost every field of international law which is leading to this specialist area of law, and provides an overarching rationale for understanding and teaching cultural heritage law as a coherent body of law with key principles and practices. Focusing on the vulnerability and resilience to economic shocks at the household level, this book draws on extensive research activities carried out in two Melanesia countries: the Solomon Islands and Vanuatu. In particular, it identifies the household impacts of the recent food, fuel and economic crises. The contributors also examine resilience by identifying how households responded to these recent economic events in order to cope with their impacts. Findings indicate that households are vulnerable to a range of shocks and often struggle to cope with their impacts. Shocks are making it harder for households to meet their basic needs. Households in Melanesia are facing increasing demands for money, in particular for school fees, basic foodstuffs and customary obligations. Concurrently, there are limited domestic opportunities for formal employment. Traditional social support networks are strong and are an important form of resilience. However, there is evidence that they are disintegrating. Of particular focus are the gendered impacts. Women are found to bear a disproportionate share of the burden in adjusting to household shocks. The authors highlight key areas in which public policy and development programmes can reduce household vulnerability and increase their resilience to future economic shocks.
