This publication emerged from the presentations, discussions, and conclusions of nine capacity development workshops, which examined the theme of participatory and transparent governance as part of the 6th Global Forum on Reinventing Government. In May 2005, the United Nations Department of Economic and Social Affairs (UNDESA) organized these workshops in cooperation with the Institutional Partners Group (IPG). Participatory and transparent governance was selected as the theme for this event and its workshops, due to its role and potential for improving the living conditions of world citizens. Participation entails the access of people, as groups or individuals, to all stages of the policy process, including policy formulation, implementation, and review. Effective participation has positive implications for efficiency, resource allocation, and governance. Transparency enables this participation by encouraging all stakeholders to act as informed, active, and productive contributors to the policy process. Together, participation and transparency are closely related themes, which are essential for effective democratic governance.

Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

This book examines three vital issues in urbanization and democratization: the institutional structures and processes of urban local governance to improve access to urban services; their outcomes in relation to low-income groups’ access to services, citizen participation in local governance, accountability of local leaders and officials, and transparency in local governance; and the factors that influence access to urban services, especially for the poor and marginalized groups. Further, it describes decentralization policies, views of the residents of slums on the effectiveness of government programs, and innovations in inclusive local governance and access to urban services.
This publication sets out a framework for analysing the performance of governments in developing countries, looking at the government as a whole and at local and municipal levels, and focusing on individual sectors that form the core of essential government services, such as health, education, welfare, waste disposal, and infrastructure. It draws lessons from performance measurement systems in a range of industrial countries to identify good practice around the world in improving public sector governance, combating corruption and making services work for poor people.
Transparency in government operations is widely regarded as an important precondition for macroeconomic fiscal sustainability, good governance, and overall fiscal rectitude. Notably, the Interim Committee, at its April and September 1996 meetings, stressed the need for greater fiscal transparency. Prompted by these concerns, this paper represents a first attempt to address many of the aspects of transparency in government operations. It provides an overview of major issues in fiscal transparency and examines the IMF's role in promoting transparency in government operations.

The dilemma of democracy arises from two contrasting trends. More people in the established democracies are participating in civil society activity, contacting government officials, protesting, and using online activism and other creative forms of participation. At the same time, the importance of social status as an influence on political activity is increasing. The democratic principle of the equality of voice is eroding. The politically rich are getting richer-and the politically needy have less voice. This book assembles an unprecedented set of international public opinion surveys to identify the individual, institutional, and political factors that produce these trends. New forms of activity place greater demands on participants, raising the importance of social status skills and resources. Civil society activity further widens the participation gap. New norms of citizenship shift how people participate. And generational change and new online forms of activism accentuate this process. Effective and representative government requires a participatory citizenry and equal voice, and participation trends are undermining these outcomes. The Participation Gap both documents the growing participation gap in contemporary democracies and suggests ways that we can better achieve their theoretical ideal of a participatory citizenry and equal voice.
