The interconnected challenges of our times call for a coherent and multidimensional approach to public governance. The OECD Policy Framework on Sound Public Governance provides governments at all levels with an integrated diagnostic, guidance and benchmarking tool that aims to improve the quality of public governance – an objective that takes on immediate strategic importance for governments as they strive to manage the COVID-19 crisis and plan for a sustainable and inclusive recovery.
There is growing evidence at the global level of the role that fisheries and social protection policies can jointly play in combating poverty and hunger, whilst simultaneously promoting sustainable natural resources management. The Coherence between social protection and fisheries policies Diagnostic Tool provides practical instruments for assessing the coherence between fisheries policies and social protection at country level. It helps to identify and map the scope and nature of links between fisheries policies and social protection interventions within selected countries, including supportive and constraining factors; and understand people’s experiences and perceptions of these links and how the links (or lack thereof) affect their livelihoods. The Diagnostic Tool provides the basis for identifying options for strengthening coherence, including the methodology and interview guides to be applied to country-specific contexts.

Identifying effective approaches to creating coherent policies regarding licit and illicit drugs has been the priority of the Pompidou Group during its 2010-14 work programme. Over the years, research has evolved in this field as demonstrated in the group’s publications: From a policy on illegal drugs to a policy on psychoactive substances in 2008 and Towards an integrated policy on psychoactive substances: a theoretical and empirical analysis in 2010, and then Reflections on the concept of coherency for a policy on psychoactive substances and beyond in 2012. This last publication attempted to put into perspective the salient points of what may be termed a coherent policy on psychoactive substances. It proposed six indicators, around which the concept of coherency was developed: conceptualisation, policy context, legislative and regulatory frameworks, strategic frameworks, responses/interventions and structures and resources. The initial target for the use of these six indicators is that all drugs policies should be in line with the concept of “well-being”. At the very least, they should not contradict each other and at best they should be in harmony. On this basis, in 2013 and 2014, researchers refined these indicators and tested them in their countries, namely Croatia, the Czech Republic, Hungary, Ireland, Israel, Italy, Norway and Portugal to verify whether they provided a valid tool to measure the effectiveness and efficiency of a coherent policy on psychoactive substances. The results appear in this publication and indicate that such markers may be indeed used as a basis for discussion on the issue of coherence and in some cases as a means to better implement coherent policies in respect to psychoactive substances, and also possibly policies that address other forms of addictive behaviour.
The incorporation of intellectual property protection into the WTO international trading system has been a milestone in international economic law and has added a new dimension to trade regulation — new rights and obligations and new challenges alike. The contributors, leading scholars and practitioners in the field, provide insights into the legal relationship of the TRIPs Agreement to the GATT 94 and the GATS. The book widens the debate with a thorough discussion on pending and unresolved relations of TRIPs, the WTO, UPOV, the Convention on Biodiversity and Farmers' Rights contained in the FAO International Undertaking, and efforts of the World Bank GCIAR system, including IPGRI. What will be the impact of TRIPs on ownership of plant genetic resources? Largely a victory for OECD countries, the present state of intellectual property rights has important implications for developing countries. The incorporation of intellectual property rights into the WTO system will eventually change the relationship of trade, competition, and intellectual property. It will equally have to assist in providing equitable sharing of benefits in the use of plant genetic resources. All of these issues are essential for the revision of exclusions from patenting in TRIPs. This volume offers insights into how this difficult task could and should be approached in a balanced manner and will be essential reading for economists and trade and intellectual property lawyers interested in the subject. Moreover, the volume will be relevant to agricultural economists as it addresses complex problems in the interstices of trade, intellectual property, plant genetic resources, and sustainable development. Although neo-liberalism has been critiqued from various perspectives, these critiques have not coalesced into a concrete alternative in development economics literature. The main objective of this book is to name and formulate this alternative, identify what is new about this viewpoint, and project it on to the academic landscape.
In the 1990s, a shared conviction emerged among aid donors that their policies should be more coherent. The drive towards increased policy coherence came as a response to a state of policy incoherence. The shifting grounds of policy coherence in development co-operation are outlined in this volume.
