Combining the insights of a seasoned practitioner with the academic rigor of a meticulous policy and risk analyst, del Castillo discusses the major obstacles to peacebuilding that need to be removed before war-torn countries can move towards peace, stability, and prosperity. As Secretary-General António Guterres assumes leadership in January 2017, a top priority must be to address the bleak peacebuilding record where over half of the countries under UN watch relapse back into conflict within a decade. While policy debate and the academic literature have focused on the security, political, and social aspects of the war-to-peace transition, this book focuses on "the economic transition"—that is, "economic reconstruction" or "the political economy of peace"—which, in the author’s view, is the much-neglected aspect of peacebuilding. The book argues that rebuilding war-torn states effectively has acquired a new sense of urgency since extremist groups increasingly recruit people by providing jobs and services to those deprived of them due to government and economic failures. Based on past lessons and best practices of the last quarter of a century, the author makes recommendations to move forward and improve the record. This book maps the discursive terrain and potential of person to person peacebuilding as it intersects with, and is embedded in, intercultural communication. It foregrounds the voices and discourses of participants who came together in the virtual intercultural borderlands of online exchange through a service-learning project with a non-profit organization which focused on peace through education in Afghanistan, primarily through English language tutoring. By analyzing the voices and perspectives of US-based tutors who are pre-service teachers of English as an Additional Language, in equal measure with the voices and perspectives of adult English learners in Afghanistan, the authors examine how intercultural interactants begin to work as peacebuilders. The participants describe the profound transformations they undergo throughout their intercultural tutoring journeys, transformations which evidence three dimensions of person to person peacebuilding: the personal, relational and structural. Inspired by these voices, the book further explores ways teachers and teacher educators of language and intercultural communication can more deliberately leverage the affordance of peacebuilding, whether face to face or in the virtual intercultural borderlands of online exchange.
Through a comparative analysis of six case studies, this volume illustrates key conflict-resolution techniques for peacebuilding. Outside parties learn how to facilitate cooperation by engaging local leaders in intensive, interactive workshops. These opposing leaders reside in small, ethnically divided countries, including Burundi, Cyprus, Estonia, Guyana, Sri Lanka, and Tajikistan, that have experienced communal conflicts in recent years. In Estonia and Guyana, peacebuilding initiatives sought to ward off violence. In Burundi and Sri Lanka, initiatives focused on ending ongoing hostilities, and in Cyprus and Tajikistan, these efforts brought peace to the country after its violence had ended. The contributors follow a systematic assessment framework, including a common set of questions for interviewing participants to prepare comparable results from a set of diverse cases. Their findings weigh the successes and failures of this particular approach to conflict resolution and draw conclusions about the conditions under which such interactive approaches work, as well as assess the audience and the methodologies used. This work features research conducted in conjunction with the Working Group on Preventing and Rebuilding Failed States, convened by the Wilson Center's Project on Leadership and Building State Capacity.
How can a just peace be built in sites of genocide, massive civil war, dictatorship, terrorism, and poverty? In Strategies of Peace, the first volume in the Studies in Strategic Peacebuilding series, fifteen leading scholars propose an imaginative and provocative approach to peacebuilding. Today the dominant thinking is the "liberal peace," which stresses cease fires, elections, and short run peace operations carried out by international institutions, western states, and local political elites. In Quality Peace, leading peace researcher Peter Wallensteen offers a broad analysis of peacebuilding, isolating what does and not work when settling conflicts. The book uses statistical analysis to compare two war outcomes-negotiated settlement and victory- in the post-Cold War era. Wallensteen finds that if peace is to last, three conditions must be met: a losing party must retain its dignity; security and the rule of law must be ensured for all; and the time horizon for the settlement must be long enough to ensure a sense of normalcy. Wallensteen breaks down the components of all of these conditions and applies them to interstate conflicts, civil wars in which rebels are aiming to take over the entire state, and separatist rebellions. He also delves into the issue of world order and the significance of major power relations for local peace efforts. Thus, the work provides a remarkable understanding of how different types of war outcomes deal with post-war conditions. Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
This open access book on the state of peacebuilding in Africa brings together the work of distinguished scholars, practitioners, and decision makers to reflect on key experiences and lessons learned in peacebuilding in Africa over the past half century. The core themes addressed by the contributors include conflict prevention, mediation, and management; post-conflict reconstruction, justice and Disarmament Demobilization and Reintegration; the role of women, religion, humanitarianism, grassroots organizations, and early warning systems; and the impact of global, regional, and continental bodies. The book's thematic chapters are complemented by six country/region case studies: The Democratic Republic of Congo, Rwanda, Sierra Leone, Sudan/South Sudan, Mozambique and the Sahel/Mali. Each chapter concludes with a set of key lessons learned that could be used to inform the building of a more sustainable peace in Africa. The State of Peacebuilding in Africa was born out of the activities of the Southern Voices Network for Peacebuilding (SVNP), a Carnegie-funded, continent-wide network of African organizations that works with the Wilson Center to bring African knowledge and perspectives to U.S., African, and international policy on peacebuilding in Africa. As recent events in Iraq demonstrate, countries that have suffered civil war or rule by military regime can face a long, difficult transition to peaceful democracy. Drawing on the experiences of Bosnia, Haiti, Rwanda and Afghanistan, this outstanding volume demonstrates that newly emerging democracies need more than emergency economic support: restoring the rule of law can involve the training of a new police force, for example, or the creation of an international war crimes tribunal. Peacebuilding, Power, and Politics in Africa is a critical reflection on peacebuilding efforts in Africa. The authors expose the tensions and contradictions in different clusters of peacebuilding activities, including peace negotiations; statebuilding; security sector governance; and disarmament, demobilization, and reintegration. Essays also address the institutional framework for peacebuilding in Africa and the ideological underpinnings of key institutions, including the African Union, NEPAD, the African Development Bank, the Pan-African Ministers Conference for Public and Civil Service, the UN Peacebuilding Commission, the World Bank, and the International Criminal Court. The volume includes on-the-ground case study chapters on Sudan, the Great Lakes Region of Africa, Sierra Leone and Liberia, the Niger Delta, Southern Africa, and Somalia, analyzing how peacebuilding operates in particular African contexts. The authors adopt a variety of approaches, but they share a conviction that peacebuilding in Africa is not a script that is authored solely in Western capitals and in the corridors of the United Nations. Rather, the writers in this volume focus on the interaction between local and global ideas and practices in the reconstitution of authority and livelihoods after conflict. The book systematically showcases the tensions that occur within and between the many actors involved in the peacebuilding industry, as well as their intended beneficiaries. It looks at the multiple ways in which peacebuilding ideas and initiatives are reinforced, questioned, reappropriated, and redesigned by different African actors.
