Is democracy a hot-house plant? Is it difficult to transplant it into new soil? The fall of so many dictatorships in the last few years—first in Southern Europe, then in Latin America, now in Eastern Europe—opens new, more optimistic perspectives on democratic development. The crises of dictatorships and the search for a new political order offer fertile ground for an examination of how best to effect democratic transitions. Political wisdom holds that the political boundaries of a state necessarily coincide with a nation's perceived cultural boundaries. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural—even multinational—components that engenders strong identification and loyalty from its citizens. Here, Indian political scholar Yogendra Yadav joins Stepan and Linz to outline and develop the concept further. The core of the book documents how state-nation policies have helped craft multiple but complementary identities in India in contrast to nation-state policies in Sri Lanka, which contributed to polarized and warring identities. The authors support their argument with the results of some of the largest and most original surveys ever designed and employed for comparative political research. They include a chapter discussing why the U.S. constitutional model, often seen as the preferred template for all the world’s federations, would have been particularly inappropriate for crafting democracy in politically robust multinational countries such as India or Spain. To expand the repertoire of how even unitary states can respond to territorially concentrated minorities with some secessionist desires, the authors develop a revised theory of federacy and show how such a formula helped craft the recent peace agreement in Aceh, Indonesia. Empirically thorough and conceptually clear, Crafting State-Nations will have a substantial impact on the study of comparative political institutions and the conception and understanding of nationalism and democracy.
Contributors to this book are particularly interested in expanding our understanding of what helps, or hurts, successful democratic transition attempts in countries with large Muslim populations. Crafting pro-democratic coalitions among secularists and Islamists presents a special obstacle that must be addressed by theorists and practitioners. The argument throughout the book is that such coalitions will not happen if potentially democratic secularists are part of what Al Stepan terms the authoritarian regime's "constituency of coercion" because they (the secularists) are afraid that free elections will be won by Islamists who threaten them even more than the existing secular authoritarian regime. Tunisia allows us to do analysis on this topic by comparing two "least similar" recent case outcomes: democratic success in Tunisia and democratic failure in Egypt. Tunisia also allows us to do an analysis of four "most similar" case outcomes by comparing the successful democratic transitions in Tunisia, Indonesia, Senegal, and the country with the second or third largest Muslim population in the world, India. Did these countries face some common challenges concerning democratization? Did all four of these successful cases in fact use some common policies that while democratic, had not normally been used in transitions in countries without significant numbers of Muslims? If so, did these policies help the transitions in Tunisia, Indonesia, Senegal and India? If they did, we should incorporate them in some way into our comparative theories about successful democratic transitions.
The American political reformer Herbert Croly wrote, "For better or worse, democracy cannot be disentangled from an aspiration toward human perfectibility." Democratic Faith is at once a trenchant analysis and a powerful critique of this underlying assumption that informs democratic theory. Patrick Deneen argues that among democracy's most ardent supporters there is an oft-expressed belief in the need to "transform" human beings in order to reconcile the sometimes disappointing reality of human self-interest with the democratic ideal of selfless commitment. This "transformative impulse" is frequently couched in religious language, such as the need for political "redemption." This is all the more striking given the frequent accompanying condemnation of traditional religious belief that informs the "democratic faith.? At the same time, because so often this democratic ideal fails to materialize, democratic faith is often subject to a particularly intense form of disappointment. A mutually reinforcing cycle of faith and disillusionment is frequently exhibited by those who profess a democratic faith--in effect imperiling democratic commitments due to the cynicism of its most fervent erstwhile supporters. Deneen argues that democracy is ill-served by such faith. Instead, he proposes a form of "democratic realism" that recognizes democracy not as a regime with aspirations to perfection, but that justifies democracy as the regime most appropriate for imperfect humans. If democratic faith aspires to transformation, democratic realism insists on the central importance of humility, hope, and charity.
