Once viewed as a “brain drain,” migrants are increasingly viewed as a resource for promoting economic development back in their home countries. In Investing in the Homeland, Benjamin Graham finds that diasporans—migrants and their descendants—play a critical role in linking foreign firms to social networks in developing countries, allowing firms to flourish even in challenging political environments most foreign investors shun. Graham’s analysis draws on new data from face-to-face interviews with the managers of over 450 foreign firms operating in two developing countries: Georgia and the Philippines. Diaspora-owned and diaspora-managed firms are better connected than other foreign firms and they use social ties to resolve disputes and influence government policy. At the same time, Graham shows that diaspora-affiliated firms are no more socially responsible than their purely foreign peers—at root, they are profit-seeking enterprises, not development NGOs. Graham identifies implications for policymakers seeking to capture the development potential of diaspora investment and for managers of multinational firms who want to harness diasporans as a source of sustained competitive advantage.
Ties to the Homeland examines the connections maintained across national borders by the children of migrants, the “second generation.” In the context of globalisation and increasing population mobility, migrants’ transnational ties have become an important topic of research, yet until recently we have heard little about the reproduction of such ties in the second generation. The transnational engagements of migrants’ children are crucial for understanding future trends in the global movement of people, money, goods and ideas, and they also can have a significant impact on issues of cultural identity and “belonging” for these children, who grow up outside their parents’ homelands but may have dual or even multiple notions of “home.” The detailed case studies in Tie to the Homeland explore the diverse transnational practices and attitudes of members of the second generation and reveal significant intergenerational differences that bring into question some of the key assumptions underlying existing work on transnationalism. The 1996 U.S. Immigration Reform and Responsibility Act has led to the forcible deportation of tens of thousands of Dominicans from the United States. Following thousands of these individuals over a seven-year period, David C. Brotherton and Luis Barrios use a unique combination of sociological and criminological reasoning to isolate the forces that motivate emigrants to leave their homeland and then commit crimes in the Unites States violating the very terms of their stay. Housed in urban landscapes rife with gangs, drugs, and tenuous working conditions, these individuals, the authors find, repeatedly play out a tragic scenario, influenced by long-standing historical injustices, punitive politics, and increasingly conservative attitudes undermining basic human rights and freedoms. Brotherton and Barrios conclude that a simultaneous process of cultural inclusion and socioeconomic exclusion best explains the trajectory of emigration, settlement, and rejection, and they mark in the behavior of deportees the contradictory effects of dependency and colonialism: the seductive draw of capitalism typified by the American dream versus the material needs of immigrant life; the interests of an elite security state versus the desires of immigrant workers and families to succeed; and the ambitions of the Latino community versus the political realities of those designing crime and immigration laws, which disadvantage poor and vulnerable populations. The children of immigrants account for the fastest growing segment of the U.S. population under eighteen years old—one out of every five children in the United States. Will this generation of immigrant children follow the path of earlier waves of immigrants and gradually assimilate into mainstream American life, or does the global nature of the contemporary world mean that the trajectory of today's immigrants will be fundamentally different? Rather than severing their ties to their home countries, many immigrants today sustain economic, political, and religious ties to their homelands, even as they work, vote, and pray in the countries that receive them. The Changing Face of Home is the first book to examine the extent to which the children of immigrants engage in such transnational practices. Because most second generation immigrants are still young, there is much debate among immigration scholars about the extent to which these children will engage in transnational practices in the future. While the contributors to this volume find some evidence of transnationalism among the children of immigrants, they disagree over whether these activities will have any long-term effects. Part I of the volume explores how the practice and consequences of transnationalism vary among different groups. Contributors Philip Kasinitz, Mary Waters, and John Mollenkopf use findings from their large study of immigrant communities in New York City to show how both distance and politics play important roles in determining levels of transnational activity. For example, many Latin American and Caribbean immigrants are "circular migrants" spending much time in both their home countries and the United States, while Russian Jews and Chinese immigrants have far less contact of any kind with their homelands. In Part II, the contributors comment on these findings, offering suggestions for reconceptualizing the issue and bridging analytical differences. In her chapter, Nancy Foner makes valuable comparisons with past waves of immigrants as a way of understanding the conditions that may foster or mitigate transnationalism among today's immigrants. The final set of chapters examines how home and host country value systems shape how second generation immigrants construct their identities, and the economic, social, and political communities to which they ultimately express allegiance. The Changing Face of Home presents an important first round of research and dialogue on the activities and identities of the second generation vis-a-vis their ancestral homelands, and raises important questions for future research.

Migration is among the central domestic and global political issues of today. Yet the causes and consequences - and the relationship between migration and global markets – are poorly understood. Migration is both costly and risky, so why do people decide to migrate? What are the political, social, economic, and environmental factors that cause people to leave their homes and seek a better life elsewhere? In the aftermath of 9/11, many Arab and Muslim Americans came under intense scrutiny by federal and local authorities, as well as their own neighbors, on the chance that they might know, support, or actually be terrorists. As Louise Cainkar observes, even U.S.-born Arabs and Muslims were portrayed as outsiders, an image that was amplified in the months after the attacks. She argues that 9/11 did not create anti-Arab and anti-Muslim suspicion; rather, their socially constructed images and social and political exclusion long before these attacks created an environment in which misunderstanding and hostility could thrive and the government could defend its use of profiling. Combining analysis and ethnography, Homeland Insecurity provides an intimate view of what it means to be an Arab or a Muslim in a country set on edge by the worst terrorist attack in its history. Focusing on the metropolitan Chicago area, Cainkar conducted more than a hundred research interviews and five in-depth oral histories. In this, the most comprehensive ethnographic study of the post-9/11 period for American Arabs and Muslims, native-born and immigrant Palestinians, Egyptians, Lebanese, Iraqis, Yemenis, Sudanese, Jordanians, and others speak candidly about their lives as well as their experiences with government, public mistrust, discrimination, and harassment after 9/11. The book reveals that Arab Muslims were more likely to be attacked in certain spatial contexts than others and that Muslim women wearing the hijab were more vulnerable to assault than men, as their head scarves were interpreted by some as a rejection of American culture. Even as the 9/11 Commission never found any evidence that members of Arab- or Muslim-American communities were involved in the attacks, respondents discuss their feelings of insecurity—a heightened sense of physical vulnerability and exclusion from the guarantees of citizenship afforded other Americans. Yet the vast majority of those interviewed for Homeland Insecurity report feeling optimistic about the future of Arab and Muslim life in the United States. Most of the respondents talked about their increased interest in the teachings of Islam, whether to counter anti-Muslim slurs or to better educate themselves. Governmental and popular hostility proved to be a springboard for heightened social and civic engagement. Immigrant organizations, religious leaders, civil rights advocates, community organizers, and others defended Arabs and Muslims and built networks with their organizations. Local roundtables between Arab and Muslim leaders, law enforcement, and homeland security agencies developed better understanding of Arab and Muslim communities. These post-9/11 changes have given way to stronger ties and greater inclusion in American social and political life. Will the United States extend its values of freedom and inclusion beyond the politics of "us" and "them" stirred up after 9/11? The answer is still not clear. Homeland Insecurity is keenly observed and adds Arab and Muslim American voices to this still-unfolding period in American history.
