Abstract: In August 1996, Congress passed the Personal Responsibility Work Opportunities Reconciliation Act. This act eliminated Aid to Families with Dependent Children (AFDC), the largest source of cash assistance available to needy families, and replaced it with Temporary Assistance to Needy Families (TANF), a time-limited program with stringent work requirements. This dissertation utilizes interstate variation in pre-reform passage of waivers to examine the impact of the new system on individual behavior.

Using three years of data from two counties in Wisconsin, the authors examine poverty, how families initially become and continue to be eligible for AFDC, how welfare can be studied using an Event History Analysis, and program evaluation. Unlike most studies of welfare receipt, this volume examines the AFDC-Basic and AFDC-Unemployed Parent programs separately.
