Excerpt from Popular Opinions on Parliamentary Reform, Considered, Vol. 5 The great excitement prevailing throughout the nation upon the subject of Parliamentary Reform, must attract the most anxious attention, in every one alive to the importance of the question. There can be little doubt that the public have been awakened to this intense interest from a recent state of comparative indifference, that very lately it was not much considered, and was left to those Reformers par metier, who constitute a small sect, and made few proselytes. Before I attempt to enter into the momentous question itself, some remarks upon the nature, and temper of this sud den, and strong feeling is an important preli minary. Excerpt from Parliamentary Government: Considered With Reference to Reform IN the first edition of my Essay on parliamentary government, I endeavoured to ascertain on What principles any new measure of Parliamentary Re form ought to be framed, and to what_ objects it ought to be directed; but I advisedly abstained from suggesting any means of carrying into effect the views I had stated. I venture now to offer to the Public a new edition of the Essay, for the pur pose of supplying this intentional omission in the former one. I am induced to do so by my belief that the altered circumstances of the present time afford advantages which were previously wanting for discussing proposals for the improvement of our Representative system. The subject is no longer likely to give occasion for an immediate strife of political parties, since the House of Commons. Excerpt from Reform in Parliamentary Business Another mode of obtaining more time or improved quality of work was suggested by Mr. Disraeli, and recommended by the Com mittee of the House of Commons which sat in 1871 That it is desirable that Parliament should assemble at a period of the year not later than the last week in November. It was, of course, intended that, in such case, Parliament should be prorogued in June; and it was hoped that a great deal of non-contentious business might be initiated and considerably advanced before Christmas. It is certain that the adoption of a vigorous month's work in winter, instead of a month's lassitude in July, would produce vastly better results in legislation, to say nothing of the health of the workers; and, as was urged on the Committee by a great Conservative statesman, if any great public question required the attendance for a time of sporting county members, their patriotism would no doubt lead them to make the necessary sacrifice, and if not, well, I suppose, we should have to manage to get on without them. Some limit will probably have to be put on the power of moving adjournments, the most efficient engine of obstruction, and the one which has been most unscrupulously used. Excerpt from Reform Without Innovation: Or Cursory Thoughts on the Only Practicable Reform of Parliament, Consistent With the Existing Laws, and the Spirit of the Constitution The public mind being at this mo ment greatly agitated, on account of cer tain abuses, generally understood to have taken place in the administration of cer tain departments of the state, it has been thence concluded, that a considerable portion, not to say the whole, of the evils complained of, has arisen from a defee tive representation of the democracy in the lower House of Parliament; and 'a general outcry has been consequently raised, in almost every part of the king dom, for such a reform in that represen tative body, as shall bring it as nearly as possible to, what is termed, the true and genuine Spirit of the British Consti tution. Excerpt from Thoughts on Moderate Reform in the House of Commons There is a Census of the Population taken by authority of Parliament every ten years grounding myself, therefore, on this authentic return, I would enact, that whenever it appears by the Census that the population of a town exceeds Seventy Thousand, to that town a writ should issue, to return Representatives to Parliament.
