This System, though com prising less than 16% of our total road and street mileage, carries more than half of the combined rural and urban traffic in the entire State. The Rural Secondary, or County Road System was composed Of 54, 970 miles of roads; 20, 552 miles Of which were hard sur faced, and 34, 418 miles Of lower type, but generally stabilized and maintained for all weather service. The, Municipal Primary and Secondary Systems are composed of miles of streets Of all types and widths, depending upon the amount and nature Of the traffic each carries, and other local factors Of every conceivable kind.
