The spread of empires in the nineteenth century brought more than new territories and populations under Western sway. Animals were also swept up in the net of imperialism, as jungles and veldts became colonial ranches and plantations. A booming trade in animals turned many strange and dangerous species into prized commodities. Tigers from India, pythons from Malaya, and gorillas from the Congo found their way—sometimes by shady means—to the zoos of major U.S. cities, where they created a sensation. Zoos were among the most popular attractions in the United States for much of the twentieth century. Stoking the public’s fascination, savvy zookeepers, animal traders, and zoo directors regaled visitors with stories of the fierce behavior of these creatures in their native habitats, as well as daring tales of their capture. Yet as tropical animals became increasingly familiar to the American public, they became ever more rare in the wild. This book delves into the history of the commercialization of wildlife in India. It examines the colonial strategies that were employed in the commodification of wildlife resources specifically for lucrative domestic and international trade during the early nineteenth to the mid-twentieth century. It looks at how and why the colonial administration paid special emphasis on hunting and game sports which largely contributed to commodity capitalism in the form of taxidermy and wildlife exports. The author also critically analyses the wildlife laws and regulations promulgated by the colonial administration, such as the elephant protection act, birds and fisheries act, the forest acts, and studies how they have systematically brought wildlife under state control with a commercial motive. The general interest and attention paid to the use of the renewable natural resources of the world have increased greatly during the last decades. This is due to the environmental dilemma into which mankind has got itself by the total disregard of ecological facts and laws, the underprizing of natural resources and the overemphasis on economic develop ment, coupled with unimpeded rapid population growth and the preponderance of material istic consumption-oriented attitudes. The management and use of natural resources such as forests, grasslands, rivers and lakes were formerly considered purely in a financial context, whereas latterly, a consciousness of their social function and the indirect economic benefits which can be derived from them has developed. Thus, as regards these traditional resources, multi-use concepts comprising eco nomically oriented utilisation as well as recreational, educational and social use have be come widely accepted. Conservation of natural resources for sustainable consumptive as well as non-consumptive uses has been recognised as a key element for maintaining eco nomic development all over the world. Fortunately, the industrialised countries have started to apply this principle themselves and in their technical and financial aid to the developing Third World countries. This is manifest from policy documents such as the World Bank Policy on Development of Wild Lands, issued in 1987.
Volume four of the Defragmenting African Resource Management series is about partnerships and power games in natural resources management as stakeholders compete over environmental goods and services in the Okavango Delta. The Okavango Delta Management Plan development process-the main arena for negotiating stakes in and access to the Okavango Delta land and water resources-is a battlefield for partnerships and power games. In other natural resource management side events, mini platforms have been created and partnerships formed to negotiate stakes and claim authority and rights over resources. Those with political and economic power and knowledge stand a better chance to win power games, resulting in the 'survival of the most resourced.'
