The book is an ethnographic exploration of how ‘democracy’ takes social and cultural roots in India and in the process shapes the nature of popular politics. It centres on a historically marginalised caste who in recent years has become one of the most assertive and politically powerful communities in North India: the Yadavs. The Vernacularisation of Democracy is a vivid account of how Indian popular democracy works on the ground. Challenging conventional theories of democratisation the book shows how the political upsurge of 'the lower orders' is situated within a wider process of the vernacularisation of democratic politics, referring to the ways in which values and practices of democracy become embedded in particular cultural and social practices, and in the process become entrenched in the consciousness of ordinary people. During the 1990s, Indian democracy witnessed an upsurge in the political participation of lower castes/communities and the emergence of political leaders from humble social backgrounds who present themselves as promoters of social justice for underprivileged communities. Drawing on a large body of archival and ethnographic material the author shows how the analysis of local idioms of caste, kinship, kingship, popular religion, ‘the past’ and politics (‘the vernacular’) inform popular perceptions of the political world and of how the democratic process shapes in turn ‘the vernacular’. This line of enquiry provides a novel framework to understand the unique experience of Indian democracy as well as democratic politics and its meaning in other contemporary post-colonial states. Using as a case study the political ethnography of a powerful northern Indian caste (the Yadavs) and combining ethnographic material with colonial and post-colonial history the book examines the unique experience of Indian popular democracy and provides a framework to analyse popular politics in other parts of the world. Vernacular Rights Cultures offers a bold challenge to the dominant epistemologies and political practices of global human rights. It argues that decolonising global human rights calls for a serious epistemic accounting of the historically and politically specific encounters with human rights, and of the forms of world-making that underpin the stakes and struggles for rights and human rights around the globe. Through combining ethnographic investigations with political theory and philosophy, it goes beyond critiquing the Eurocentrism of global human rights, in order to document and examine the different political imaginaries, critical conceptual vocabularies, and gendered political struggles for rights and justice that animate subaltern mobilisations in 'most of the world'. Since the structural change in Indian society that began in the 1990s - the result of the liberalisation of the economy, devolution of power, and decentralisation of the government–an unprecedented, democratic transformation has been taking place. This has caused the emergence of unexpected coalitions and alliances across diverse castes, classes, and religious groups according to the issues involved. In this volume, we intend to understand this deepening of democracy by employing a new analytical framework of the 'vernacular public arena' where negotiations, dialogues, debates, and contestations occur among 'vernacular publics'. This reflects the profound changes in Indian democracy as diverse social groups, including dalits, adivasis, and Other Backward Classes; minorities, women; individuals from rural areas, towns, and cities; the poor and the new middle classes–the 'vernacular publics'–participate in new ways in India’s public life. This participation is not confined to electoral politics, but has extended to the public arenas in which these groups have begun to raise their voice publicly and to negotiate and engage in dialogue with each other and the wider world. Contributors demonstrate that the participation of vernacular publics has resulted in the broadening of Indian democracy itself which focuses on the ways of governance, improving people’s lives, life chances, and living environments. Seven decades after India’s independence women members occupy 1 in 10 seats in the Lok Sabha, the lower house of the Indian Parliament. In analysing women’s limited presence in the Indian Parliament, Performing Representation breaks new ground in scholarship on gender and politics. It explores the possibilities and limits of parliamentary democracy and the participation of women in its institutional performances. This book offers new insights into the gendered nature of the performance, aesthetics, and norms of parliamentary life through an examination of electoral data, legislative debates, and life stories of women MPs. The authors avoid both the framing of women MPs either simply as challengers of masculinized institutional politics or only as docile actors in a gendered institution. Making a strong case for taking parliamentary politics seriously in these times of populism, the book raises critical questions about the politics of difference, claim-making, representation, and intersectionality and addresses these as part of global feminist debates on the importance of the women’s representation in political institutions.
Neo-Hindutva explores the recent proliferation and evolution of Hindu nationalism – the assertive majoritarian, right-wing ideology that is transforming contemporary India. This innovative work of historical anthropology explores how India's Dalits, or ex-untouchables, transformed themselves from stigmatized subjects into citizens. Anupama Rao's account challenges standard thinking on caste as either a vestige of precolonial society or an artifact of colonial governance. Focusing on western India in the colonial and postcolonial periods, she shines a light on South Asian historiography and on ongoing caste discrimination, to show how persons without rights came to possess them and how Dalit struggles led to the transformation of such terms of colonial liberalism as rights, equality, and personhood. Extending into the present, the ethnographic analyses of The Caste Question reveal the dynamics of an Indian democracy distinguished not by overcoming caste, but by new forms of violence and new means of regulating caste.

This volume reconsiders India's 20th century though a specific focus on the concepts, conjunctures and currency of its distinct political imaginaries. Spanning the divide between independence and partition, it highlights recent historical debates that have sought to move away from a nation-centred mode of political history to a broader history of politics that considers the complex contexts within which different political imaginaries emerged in 20th century India. Representing the first attempt to grasp the shifting modes and meanings of the 'political' in India, this book explores forms of mass protest, radical women's politics, civil rights, democracy, national wealth and mobilization against the indentured-labor system, amongst other themes. In linking 'the political' to shifts in historical temporality, Political Imaginaries in 20th century India extends beyond the interdisciplinary arena of South Asian studies to cognate late colonial and post-colonial formations in the twentieth century and contribute to the 'political turn' in scholarship.
