Published in association with Regional Centre for Strategic Studies, Colombo Even though South Asia had a long and diverse experience of dealing with terrorism, post 9/11 a sense of urgency and seriousness has been reinforced with regard to it at the global level. The focus in this timely volume is on the strategic evolved by the South Asian states in responding to the challenge of terrorism. It is inevitable, however, that while looking at the strategies, essential characteristics of terrorism are also understood and explained as the nature of terrorism faced in each of the South Asian countries has its own specific aspects. The study is divided into two sections. In the first section, the way in which each of the South Asian states have responded to terrorism. Has been studied carefully. In the second section, some of the comparative aspects of the region perspective, such as the role of civil societies, consequences of strategies pursued, role of the third parties, and political economy of terrorism and responding strategies have been taken up for discussion and analysis. There is also a data paper on South Asian terrorism included at the end. Contributors include Ajay Sahni, Samina Ahmed, Abul Kalam, Ayesha Siddiqa, Deepak Thapa among many others.
The advent of two nuclear powers in South Asia, discoveries of nuclear trafficking, and insurgencies and terrorism that threaten important U.S. interests and objectives directly have transformed the region from a strategic backwater into a primary theater of concern for the United States. The United States, to a great extent free of the restrictions of earlier sanction regimes and attentive to the region's central role in the global war on terrorism (GWOT), has engaged the states of South Asia aggressively with a wide variety of policy initiatives. Despite the diversity of policy instruments, few are very powerful; indeed, only the U.S. military seems to offer many options for Washington to intensify further its security cooperation and influence in the region. This monograph highlights key factors in the region that imperil U.S. interests, and suggests how and where the U.S. military might play an expanded, influential role. The report notes that the current U.S. military force posture, disposition, and lines of command may not be optimal, given South Asia's new status in the U.S. strategic calculus, and suggests seven key steps the military might take to improve its ability to advance and defend U.S. interests, not only in South Asia, but beyond it, including the Middle East and Asia at large. Beyond the specifics, however, the broader message arising from this analysis is straightforward: the region's salience for U.S. policy interests has increased dramatically. It is therefore prudent to intensify Washington's involvement in the region and to devote the resources necessary to become more influential with the governments within the region. Given the area's potential for violence, it is also prudent to shape a part of the U.S. military to meet the potential crises emanating from South Asia, just as the United States once shaped its military presence in Western Europe for the contingencies of the Cold War.

Bush drew a line in the sand, saying, “Either you are with us or you are with the terrorists.” Since 9/11, many counterterrorism partners have been both “with” and “against” the United States, helping it in some areas and hindering it in others. This has been especially true in the Middle East, Africa, and South Asia, where the terrorist groups that threaten America are most concentrated. Because so many aspects of U.S. counterterrorism strategy are dependent on international cooperation, the United States has little choice but to work with other countries. Making the most of these partnerships is fundamental to the success of the War on Terror. Yet what the United States can reasonably expect from its counterterrorism partners—and how to get more out of them—remain too little understood. In With Us and Against Us, Stephen Tankel analyzes the factors that shape counterterrorism cooperation, examining the ways partner nations aid international efforts, as well as the ways they encumber and impede effective action. He considers the changing nature of counterterrorism, exploring how counterterrorism efforts after 9/11 critically differ both from those that existed beforehand and from traditional alliances. Focusing on U.S. partnerships with Algeria, Egypt, Mali, Pakistan, Saudi Arabia and Yemen against al-Qaeda, ISIS, and other terrorist organizations, Tankel offers nuanced propositions about what the U.S. can expect from its counterterrorism partners depending on their political and security interests, threat perceptions, and their relationships with the United States and with the terrorists in question. With Us and Against Us offers a theoretically rich and policy-relevant toolkit for assessing and improving counterterrorism cooperation, devising strategies for mitigating risks, and getting the most out of difficult partnerships.
Shortly after the September 11, 2001, attacks, Air Force Chief of Staff General John Jumper asked RAND Project AIR FORCE to conduct a study entitled "Thinking Strategically About Combating Terrorism." This year-long project was divided into four research tasks, each tackling different but complementary aspects of the counterterrorism problem: (1) Threat assessment: identifying the character and boundaries of the threat; (2) The international dimension: assessing the impact of coalition and other international actors on U.S. options; (3) Strategy: designing an overarching counterterror strategy; and (4) Implications for the Air Force: identifying promising applications of air and space power. This report is part of a series on international counterterror cooperation, building on the research of the second project task. Other reports in this series will examine the different functional areas of international cooperation against terrorism, counterterror cooperation with Russia and the states of the former Soviet Union, and counterterror cooperation with the countries of Europe. Although these reports address a wide variety of subjects, they build on a common principle: counterterror cooperation occurs across numerous issue areas, including military, financial, law enforcement, and intelligence. An effective counterterror strategy will need to address each of these dimensions and account for some of the synergies and frictions among them. This report details the findings of building counterterrorism coalitions with two important states in South Asia: Pakistan and India. The partnerships with these states have been critical to U.S. operations in Afghanistan and beyond, albeit for very different reasons. Specifically, this report examines the following: Pakistan's historic and present cooperation with the United States, India's historic and present cooperation with the United States, and the potential of Kashmir to disrupt efforts to engage both India and Pakistan.
