This study explores the normative dimension of the evolving role of the United Nations in peace and security and, ultimately, in governance. What is dealt with here is both the UN's changing raison d'être and the wider normative context within which the organisation is located. The study looks at the UN through the window of one of its most contentious, yet least understood, practices: active involvement in intra-state conflicts as epitomised by UN peacekeeping. Drawing on the conceptual tools provided by the 'historical structural' approach, this study seeks to understand how and why the international community continuously reinterprets or redefines the UN's role with regard to intra-state conflicts. The study concentrates on intra-states 'peacekeeping environments', and examines what changes, if any, have occurred to the normative basis of UN peacekeeping in intra-state conflicts from the early 1960s to the early 1990s. One of the original aspects of the study is its analytical framework, where the conceptualisation of 'normative basis' revolves around objectives, functions and authority, and is closely connected with the institutionalised values in the UN Charter such as state sovereignty, human rights and socio-economic development. This book is essential reading for postgraduate students of IR and international peacekeeping organisations.
The deployment of a large number of soldiers, police officers and civilian personnel inevitably has various effects on the host society and economy, not all of which are in keeping with the peacekeeping mandate and intent or are easily discernible prior to the intervention. Is China challenging liberal norms or being socialised to them? This book argues that China is incrementally pushing for re-interpretation of liberal norms, but, the result is that rather than being illiberal, this reinterpretation produces norms that are differently liberal and more akin to the liberal pluralism of the 1990s. In developing this argument, the author presents a novel way to understand and assess these incremental changes, and the causes of them. The book’s empirical chapters explore China’s views on norms of sovereignty and intervention, and aid and development, contrasting them against the current western liberal practices, but making the case that they are congruent with the attitudes understood as being broadly liberal-pluralist. Peacekeeping training centres play a crucial role in preparing peacekeepers for their deployment. However, despite their popularity within the international community as a tool for achieving international security, development, and state-building objectives, they have not received a great deal of analysis or academic attention. This book provides an in-depth analysis of peacekeeping training in Africa, tracing how centres have adapted to the operational and normative changes of peace operations over time and raising questions about the expectations attached to these training efforts and their impact. The book examines training content and methods in detail, exploring the potential of peacekeeping training centres as sites for socialisation and diffusing international norms in an effort to change and shape peacekeepers' behaviour. The Oxford Handbook on United Nations Peacekeeping Operations presents an innovative, authoritative, and accessible examination and critique of the United Nations peacekeeping operations. Since the late 1940s, but particularly since the end of the cold war, peacekeeping has been a central part of the core activities of the United Nations and a major process in global security governance and the management of international relations in general. The volume will present a chronological analysis, designed to provide a comprehensive perspective that highlights the evolution of UN peacekeeping and offers a detailed picture of how the decisions of UN bureaucrats and national governments on the set-up and design of particular UN missions were, and remain, influenced by the impact of preceding operations. The volume will bring together leading scholars and senior practitioners in order to provide overviews and analyses of all 65 peacekeeping operations that have been carried out by the United Nations since 1948. Small and developing states make up the majority of participants in United Nations Peacekeeping Operations (UNPKO), and Malaysia is one of these. The numerous previous studies on Malaysia’s UNPKO are primarily historical narratives which focus on practical, policy-related issues and due process, making no attempt to synchronize the nexus between theory and policy analysis. Nor do they cover the theoretical aspect which can operationalize and address the question of the roles played by Malaysia’s domestic actors (foreign policy executives, legislature, military, media, public opinion) in the respective decision-making processes as well as those of external level, such as international power politics and geopolitical considerations. In other words, they are predominantly a historical narrative of only several Malaysia’s UNPKO. This book fills the critical gap. It deliberates on the respective national and international decision-making processes, especially from the Malaysian point of view, and analyses the theoretical and practical impacts of Malaysia’s UNPKO in understanding international politics. Apart from providing a well-researched account of Malaysia’s UNPKO across the globe for 50 years, i.e. 1960-2010, this book examines the determinants by using qualitative data, particularly key-informant interviews and documentary analysis. Thus, while most studies of Malaysia’s UNPKO single out domestic imperatives as the most vital determinant, this book, on the contrary, comprehensively identifies the prevailing world security order as the most important determinant influencing Malaysia’s UNPKO, followed by the domestic ones.
