The continuation of no-party democracy has been constitutionalised by the Constituent Assembly of Uganda, causing great controversy. The 1995 constitution provided for a referendum to be held in the year 2000 to enable Ugandans to revisit the question of political systems and choose between multiparty, no-party and any other form of democracy. The eight contributors including Professor Ali Mazrui, examine the case for and against multipartyism, the justification for no-party democracy as well as its myths and realities, and the wider ideological implications of movement politics in the Great Lakes region. They also explore the possibilities of bridging the gap between movementists and multipartyists in order to adopt a political system based on the widest consensus possible among the people in Uganda.

For the last three decades, Uganda has been one of the fastest growing economies in Africa. Globally praised as an African success story and heavily backed by international financial institutions, development agencies and bilateral donors, the country has become an exemplar of economic and political reform for those who espouse a neoliberal model of development. The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformation. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the New Uganda, one which confronts the often sanitised and largely depoliticised accounts of the Museveni government and its proponents. Harnessing a wealth of empirical materials, the contributors offer a critical, multi-disciplinary analysis of the unprecedented political, socio-economic, cultural and ecological transformations brought about by neoliberal capitalist restructuring since the 1980s. The result is the most comprehensive collective study to date of a neoliberal market society in contemporary Africa, offering crucial insights for other countries in the Global South.
First published in 1958, The Making of Modern Uganda is concerned with the formation of modern Uganda in the sixty years since the 1890s when the foundations of the British administration were laid. In the first decade of the 20th century Sir Hesketh Bell, Uganda’s Governor, decided that Uganda should be built up by Africans under the disinterested guidance of Europeans. The book therefore traces the emergence of a territory whose material prosperity is mainly based upon peasant agriculture guided by the advice of British agricultural officers. It describes the development from an era of tribal, clan and even village organisation to the system of centralised government along semi-parliamentary lines but notes the disagreement as to whether Uganda’s future should lie as a unitary or a federal state. The controversial issue of closer union with the other East African territories is studied at some length as also is the growth of the politically active minority which plays so important a part in the modern Protectorate. The author believes that the years of ‘happy Uganda’, the years before the Second World War, were a period in which hard work coupled with peace and obvious progress tended to conceal for many the growth of new forces which needed an outlet and only found one in the political and constitutional developments of the post-war age. This book will be of interest to students of history, African studies, ethnic studies and political science.
The first in-depth exploration of the persistence and pervasiveness of a dangerous legal fiction about people who cross borders: the binary distinction between migrant and refugee. Today, the concept of "the refugee" as distinct from other migrants looms large. Immigration laws have developed to reinforce a conceptual dichotomy between those viewed as voluntary, often economically motivated, migrants who can be legitimately excluded by potential host states, and those viewed as forced, often politically motivated, refugees who should be let in. In Crossing, Rebecca Hamlin argues against advocacy positions that cling to this distinction. Everything we know about people who decide to move suggests that border crossing is far more complicated than any binary, or even a continuum, can encompass. The decision to leave home is almost always multi-causal and often involves many stops and hazards along the way--a reality not captured by a system that categorizes a majority of border-crossers as undeserving, and the rare few as vulnerable and needy. Drawing on cases of various "border crises" across Europe, North America, South America, and the Middle East, Hamlin outlines major inconsistencies and faulty assumptions upon which the binary relies, and explains its endurance and appeal by tracing its origins to the birth of the modern state and the rise of colonial empire. The migrant/refugee binary is not just an innocuous shorthand, indeed its power stems from the way in which is it painted as objective, neutral, and apolitical. In truth, the binary is a dangerous legal fiction, politically constructed with the ultimate goal of making harsh border control measures more ethically palatable to the public. This book is a challenge to all those invested in the rights and study of migrants, to interrogate their own assumptions and move towards more equitable advocacy for all border crossers.
Women, visibility and morality in Kenyan popular media explores familiar constructions of femininity to assess ways in which it circulates in discourse, both stereotypically and otherwise. It assesses the meanings of such discourses and their articulations in various public platforms in Kenya. The book draws together theoretical questions on ‘pre-convened’ scripts that contain or condition how women can circulate in public. The book asks questions about particular interpretations of women’s bodies that are considered transgressive or unruly and why these bodies become significant symbolic sites for the generation of knowledge on morality and sexuality. The book also poses questions about genre and representations of femininity. The assertion made is that for knowledges of femininity to circulate effectively, they must be melodramatic, spectacular and scandalous. Ultimately, the book asks how such a theorisation of popular modes of representation enable a better understanding of the connections between gender, sexuality and violence in Kenya.
