The central task of all statebuilding is to create a state that is regarded as legitimate by the people over whom it exercises authority. This is a necessary condition for stable, effective governance. States sufficiently motivated to bear the costs of building a state in some distant land are likely to have interests in the future policies of that country, and will therefore seek to promote loyal leaders who are sympathetic to their interests and willing to implement their preferred policies. In The Statebuilder's Dilemma, David A. Lake addresses the key tradeoff between legitimacy and loyalty common to all international statebuilding attempts. Except in rare cases where the policy preferences of the statebuilder and the population of the country whose state is to be built coincide, as in the famous success cases of West Germany and Japan after 1945, promoting a leader who will remain loyal to the statebuilder undermines that leader’s legitimacy at home.In Iraq, thrust into a statebuilding role it neither anticipated nor wanted, the United States eventually backed Nouri al-Malaki as the most favorable of a bad lot of alternative leaders. Malaki then used the support of the Bush administration to govern as a Shiite partisan, undermining the statebuilding effort and ultimately leading to the second failure of the Iraqi state in 2014. Ethiopia faced the same tradeoff in Somalia after the rise of a promising but irredentist government in 2006, invading to put its own puppet in power in Mogadishu. But the resulting government has not been able to build significant local support and legitimacy. Lake uses these cases to demonstrate that the greater the interests of the statebuilder in the target country, the more difficult it is to build a legitimate state that can survive on its own.

A journey into de facto state-building based on ethnographic and archival research in the Turkish Republic of Northern Cyprus What is de facto about the de facto state? In Sovereignty Suspended, this question guides Rebecca Bryant and Mete Hatay through a journey into de facto state-building, or the process of constructing an entity that looks like a state and acts like a state but that much of the world says does not or should not exist. In international law, the de facto state is one that exists in reality but remains unrecognized by other states. Nevertheless, such entities provide health care and social security, issue identity cards and passports, and interact with international aid donors. De facto states hold elections, conduct censuses, control borders, and enact fiscal policies. Indeed, most maintain representative offices in sovereign states and are able to unofficially communicate with officials. Bryant and Hatay develop the concept of the "aporetic state" to describe such entities, which project stateness and so seem real, even as nonrecognition renders them unrealizable. Sovereignty Suspended is based on more than two decades of ethnographic and archival research in one so-called aporetic state, the Turkish Republic of Northern Cyprus (TRNC). It traces the process by which the island's "north" began to emerge as a tangible, separate, if unrecognized space following violent partition in 1974. Like other de facto states, the TRNC looks and acts like a state, appearing real to observers despite international condemnations, denials of its existence, and the belief of large numbers of its citizens that it will never be a "real" state. Bryant and Hatay excavate the contradictions and paradoxes of life in an aporetic state, arguing that it is only by rethinking the concept of the de facto state as a realm of practice that we will be able to understand the longevity of such states and what it means to live in them.

State Building Post-conflict related efforts by the international community towards state (re)building and reconstruction of society and economy have become a more or less regular feature of international affairs since the early 1990s. It seems that the demand for such international efforts is rather rising than diminishing. All have in common that the establishment of sound state structures and liveable economies in a given state are considered by a sizeable and powerful group of states as something that is furthering international peace and stability. The purpose of this book is to address the strategic and policy dimensions of these international state building and reconstruction efforts. The chapters take up issues relating to the economic, security-related and institutional aspects. The authors strike a balance and attempt to formulate recommendations.
This edited book sets out and engages with some of the key policies, practices and paradigms of external intervention in the case of state support and reconstruction. Many assumptions about statebuilding have been reconsidered in the wake of Iraq, and ongoing problems in other states such as Afghanistan, Bosnia and Kosovo. Rather than being a regional survey or a policy-orientated ‘lessons learned’ book, this collection explores the broader framing of policy goals, statebuilding practices and the consensus on the need for Western states and international institutions to be engaged in this policy area. Exploring NATO’s post-Cold War determination to support democracy abroad, this book addresses the alliance’s adaptation to the new illiberal backlashes in Eastern Europe, the Western Balkans and Afghanistan after the alleged ‘return of history’. The book engages the question of what has driven NATO to pursue democratisation in face of the significant region-specific challenges and what can explain policy expansion or retrenchment over time. Explaining NATO’s adaptation from the perspective of power dynamics that push for international change and historical experience that informs grand strategy allows wider inferences not only about democratisation as a foreign policy strategy but also about the nature of the transatlantic alliance and its relations with a mostly illiberal environment. Larsen offers a theoretical conception of NATO as a patchwork of one hegemonic and several great power interests that converge or diverge in the formulation of common policy, as opposed to NATO as a community of universal values. How do modern states emerge from the turmoil of undergoverned spaces? This is the question Reo Matsuzaki ponders in Statebuilding by Imposition. Comparing Taiwan and the Philippines under the colonial rule of Japan and the United States, in the late nineteenth and early twentieth centuries, he shows similar situations produce different outcomes and yet lead us to one conclusion. Contemporary statebuilding efforts by the US and the UN start from the premise that strong states can and should be constructed through the establishment of representative government institutions, a liberalized economy, and laws that protect private property and advance personal liberties. But when statebuilding runs into widespread popular resistance, as it did in both Taiwan the Philippines, statebuilding success depends on reconfiguring the very fabric of society, embracing local elites rather than the broad population, and giving elites the power to discipline the people. In Taiwan under Japanese rule, local elites behaved as obedient and effective intermediaries and contributed to government authority; in the Philippines under US rule, they became the very cause of the state's weakness by aggrandizing wealth, corrupting the bureaucracy, and obstructing policy enforcement. As Statebuilding by Imposition details, Taiwanese and Filipino history teaches us that the imposition of democracy is no guarantee of success when forming a new state and that illiberal actions may actually be more effective. Matsuzaki's controversial political history forces us to question whether statebuilding, given what it would take for this to result in the construction of a strong state, is the best way to address undergoverned spaces in the world today.
