Over the past decade, providers, policy makers, and stakeholders across a range of disciplines have taken various approaches to addressing the rising incidence of mental, emotional, and behavioral (MEB) health concerns in children and adults. With the recent opioid crisis affecting young people and families across race, ethnicity, and socioeconomic level, and thus adding to the national concern, new efforts and interventions have emerged. However, an overarching system is lacking for the collection of data on these efforts and their efficacy. A strong system for evaluating programs and distributing information could create more opportunities to improve efforts and reduce inefficiencies across programs. Additionally, through engagement of an array of stakeholders from all sectors involved with youth and families, more possibilities for solutions can be realized. To bring together some of these relevant stakeholders and to highlight some of these potential solutions, the National Academies of Sciences, Engineering, and Medicine convened a workshop in October 2019. This publication summarizes the presentations and discussions from the workshop.
Healthy mental, emotional, and behavioral (MEB) development is a critical foundation for a productive adulthood. Much is known about strategies to support families and communities in strengthening the MEB development of children and youth, by promoting healthy development and also by preventing and mitigating disorder, so that young people reach adulthood ready to thrive and contribute to society. Over the last decade, a growing body of research has significantly strengthened understanding of healthy MEB development and the factors that influence it, as well as how it can be fostered. Yet, the United States has not taken full advantage of this growing knowledge base. Ten years later, the nation still is not effectively mitigating risks for poor MEB health outcomes; these risks remain prevalent, and available data show no significant reductions in their prevalence. Fostering Healthy Mental, Emotional, and Behavioral Development in Children and Youth: A National Agenda examines the gap between current research and achievable national goals for the next ten years. This report identifies the complexities of childhood influences and highlights the need for a tailored approach when implementing new policies and practices. This report provides a framework for a cohesive, multidisciplinary national approach to improving MEB health.
Hearings were held concerning community-based mental health services for children. In an opening statement, Chairwoman Schroeder discussed issues of children's mental health and suggested that the committee study: (1) the effectiveness of community-based care in a model service system in California; (2) the importance of having service systems in place prior to a crisis; (3) creative funding strategies; and (4) the impact of inappropriate services on families. A fact sheet discusses the prevalence of childhood mental health problems; youth homelessness; lack of mental health care for children; inappropriate institutionalization; inadequate research in childhood mental health; inadequate insurance; and limited federal support. Statements from other committee members were included in the record. Seven other individuals presented statements. These statements included descriptions of the attempts of the State of Virginia to restructure its services and funding to better meet the needs of troubled youths and families; a demonstration community-based services project at Fort Bragg, North Carolina; and the California model system of care, a system expanded from the earlier Ventura model. The purpose of the conference was to engage a group of citizens in a thoughtful, meaningful dialogue about issues of prevention, identification, recognition, and referral of children with mental health needs to appropriate, evidence-based treatments or services.
With rapidly rising rates of mental health disorders, changing patterns of occurrence, and increasing levels of morbidity, the need for a better understanding of the developmental origins and influence of mental health on children’s behavioral health outcomes has become critical. This need for better understanding extends to both the growing prevalence of mental health disorders as well as the role and impact of neurodevelopmental pathways in their onset and expression. Addressing these changes in disease patterns and effects on children and families will require a multifaceted approach that goes beyond simply making changes to clinical care or adding personnel to the health services system. New policies, financing, and implementation can put established best practices and numerous research findings from around the country into action. The Maternal and Child Health Life Course Intervention Research Network and the Forum for Children's Well-Being at the National Academies of Sciences, Engineering, and Medicine jointly organized a webinar series to explore how mental health disorders develop over the life course, with a special emphasis on prenatal, early, middle, and later childhood development. This series centered on identifying gaps in our knowledge, exploring possible new strategies for using existing data to enhance understanding of the developmental origins of mental disorders, reviewing potential approaches to prevention and optimization, and proposing new ways of framing how to understand, address, and prevent these disorders from a life course development perspective. This publication summarizes the presentations and discussions from the series.
On 20 November 2009, the global community celebrates the 20th anniversary of the adoption by the United Nations General Assembly of the Convention on the Rights of the Child, the unique document that sets international standards for the care, treatment and protection of all individuals below age 18. To celebrate this landmark, the United Nations Children's Fund is dedicating a special edition of its flagship report The State of the World's Children to examining the Convention's evolution, progress achieved on child rights, challenges remaining, and actions to be taken to ensure that its promise becomes a reality for all children.
This book examines the long term impact of service reform in children’s mental health, focusing on comprehensive state and local initiatives to improve care for children with serious behavioral health and their families to illustrate how programmatic and contextual forces influence policy and practice in this area, and inform readers about strategies employed by policy makers, administrators and advocates to develop and sustain effective systems of care. This book looks at Virginia’s effort to reform care for at-risk youth, as well as the transformational initiatives of six states and several localities. Using a comprehensive ecological framework, the authors focus on a statewide transformation of services for children/youth with serious emotional and behavioral challenges to enhance understanding of the course and consequences of system change efforts over an extended period of time. Attention is given to the impact of this reform on individual children and families, and local communities as well as the Commonwealth. Using data from states’ and localities’ efforts to develop comprehensive systems of care for children and families, this book enhances understanding of the dynamics of large-scale human service reform efforts. It describes how political, economic, social, cultural, and technological forces have shaped policy and practice, offer lessons learned from these ambitious reform initiatives, and provide guidance for those interested in improving care for vulnerable children and their families. This book examines the long-term impact of reform legislation, employing a multi-modal approach to enrich understanding of this ambitious reform effort. Examples are provided to illustrate how CSA and other systems of care have impacted individual children and families as well as the interplay of local community dynamics and macro level policy and political processes. This book also offers the first-hand perspectives of individual consumers and families, child advocates, community based program providers, and local and state wide administrators and policymakers. By combining these multiple perspectives the authors provide a comprehensive perspective on the issues of child mental health services and related reform efforts.
Presents some of the current best practices in services for children and their families, as well as in the research and evaluation of these services.
