This book describes various accounts of the Victorian social-problem novel, examining their strengths and limitations in the light of the historiographical assumptions which underlie them. An alternative historical account is offered, which focuses on the novels' intellectual milieu - specifically on mid-Victorian concepts of 'the social' and of what was understood by the term 'social problem'. In detailed readings of individual works, the book argues that an appreciation of these concepts permits new ways of understanding the contradictions identified in these works together with their apparently 'conservative' politics.

Of high literary quality, her novels covered a range of genres, including industrial novels, American-themed social novels, historical novels, transatlantic novels and post–World War I novels. The Novels of Frances Hodgson Burnett reads her novels in the context of the changing literary field in England and the United States in the years between the death of George Eliot in 1880 through to the Great War. Read as a body of literary fiction in relation to Elizabeth Gaskell, Henry James and T. S. Eliot among others, and read in the context of literary realism, historical fiction, the sensation novel and so on, Burnett’s novels constitute an important thread that chronicles the changing contexts and forms of English and American fiction from the end of the Victorian period to the Jazz Age of the 1920s.
Despite the title, Dickens’s portrayal of early industrial society here is less relentlessly grim than that in novels by contemporaries such as Elizabeth Gaskell or Charles Kingsley. Hard Times weaves the tale of Thomas Gradgrind, a hard-headed politician who raises his children Louisa and Tom without love, of Sissy the circus girl with love to spare who is deserted and adopted into their family, and of the honest mill worker Stephen Blackpool and the bombastic mill owner Josiah Bounderby. The key contrasts created are finally less those between wealth and poverty, or capitalists and workers, than those between the head and the heart, between “Fact”—the cold, rationalistic approach to life that Dickens associates with utilitarianism—and “Fancy”—a warmth of the imagination and of the feelings, which values individuals above ideas. Concentrated and compressed in its narrative form, Hard Times is at once a fable, a novel of ideas, and a social novel that seeks to engage directly and analytically with political issues. The central conflicts raised in the text, between government’s duty not to intervene to guarantee the liberty of the subject, and between quantitative and qualitative assessments of progress, remain unresolved today in the late or post industrial stages of liberal democracies.
The nature of sweating and the origins of low pay legislation are of fundamental social, economic and moral importance. Although difficult to define, sweating, according to a select committee established to investigate the issue, was characterised by long hours, poor working conditions and above all by low pay. By the beginning of the twentieth century the government estimated that up to a third of the British workforce could be classed as sweated labour, and for the first time in a century began to think about introducing legislation to address the problem. Whilst historians have written much on unemployment, poverty relief and other such related social and industrial issues, relatively little work has been done on the causes, extent and character of sweated labour. That work which has been done has tended to focus on the tailoring trades in London and Leeds, and fails to give a broad overview of the phenomenon and how it developed and changed over time. In contrast, this volume adopts a broad national and long-run approach, providing a more holistic understanding of the subject. Rejecting the argument that sweating was merely a London or gender related problem, it paints a picture of a widespread and constantly shifting pattern of sweated labour across the country, that was to eventually persuade the government to introduce legislation in the form of the 1909 Trades Board Act. It was this act, intended to combat sweated labour, which was to form the cornerstone of low pay legislation, and the barrier to the introduction of a minimum wage, for the next 90 years.
