This book explores the social implications and challenges of low-carbon development. The argument of the book is that a broad understanding of low-carbon development is essential for mitigating climate change and enabling development in a carbon-constrained world, but there are risks that low-carbon development might come at a price that is both social and economic. These risks need to be carefully assessed and reduced. The main aim of the book is to explore, critically analyse and propose different ways of understanding low-carbon development from a social perspective in both developed and developing countries. The author uses concepts such as low-carbon development, social policy, sustainable development and environmental justice to understand the social implications of low-carbon development projects. The book first elaborates the need to understand the social issues and challenges of low-carbon development in both developed and developing countries. It then discusses five contemporary challenges of low-carbon development: the social consequences of Chinese hydropower dams in the Mekong region; the cost of the transition to renewable energies such as wind energy in Germany; the challenges of carbon offsetting in Brazil; the nexus of fuel-inefficient housing and fuel poverty in England; solar power for refugees in Africa. Low Carbon Development: Key Issues is the first comprehensive textbook to address the interface between international development and climate change in a carbon constrained world. The Federal Government of Nigeria has adopted an ambitious strategy to make Nigeria the world’s 20th largest economy by 2020. Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.
Asia must be at the center of the global fight against climate change. It is the world’s most populous region, with high economic growth, a rising share of global greenhouse gas emissions, and the most vulnerability to climate risks. Its current resource- and emission-intensive growth pattern is not sustainable. This study recognizes low-carbon green growth as an imperative—not an option—for developing Asia. Asia has already started to move toward low-carbon green growth. Many emerging economies have started to use sustainable development to bring competitiveness to their industries and to serve growing green technology markets. The aim of this study is to share the experiences of emerging Asian economies and the lessons learned. The book assesses the low-carbon and green policies and practices taken by Asian countries, identifies gaps, and examines new opportunities for low-carbon green growth.

Current societies face unprecedented risks and challenges connected to climate change. Addressing them will require fundamental transformations in the infrastructures that sustain everyday life, such as energy, water, waste and mobility. A transition to a ‘low carbon’ future implies a large scale reorganisation in the way societies produce and use energy. Cities are critical in this transition because they concentrate social and economic activities that produce climate change related emissions. At the same time, cities are increasingly recognised as sources of opportunities for climate change mitigation. Whether, how and why low carbon transitions in urban systems take place in response to climate change will therefore be decisive for the success of global mitigation efforts. As a result, climate change increasingly features as a critical issue in the management of urban infrastructure and in urbanisation policies. Cities and Low Carbon Transitions presents a ground-breaking analysis of the role of cities in low carbon socio-technical transitions. Insights from the fields of urban studies and technological transitions are combined to examine how, why and with what implications cities bring about low carbon transitions. The book outlines the key concepts underpinning theories of socio-technical transition and assesses its potential strengths and limits for understanding the social and technological responses to climate change that are emerging in cities. Over the last decade, policies and financing decisions aiming to support low carbon resilient development within the least developed countries have been implemented across several regions. Some governments are steered by international frameworks, such as the UN Framework Convention on Climate Change (UNFCCC), while others take their own approach to planning and implementing climate resilient actions. Within these diverse approaches however, there are unspoken assumptions and normative assessments of what the solutions to climate change are, who the most appropriate actors are and who should benefit from these actions. This book examines the political economy dynamics or the underlying values, knowledge, discourses, resources and power relationships behind decisions that support low carbon resilient development in the least developed countries. While much has been written on the politics of climate change, this book will focus on the political economy of national planning and the ways in which the least developed countries are moving from climate resilient planning to implementation. The book will use empirical evidence of low carbon resilient development planning in four countries: Bangladesh, Ethiopia, Rwanda and Nepal. Different approaches to low carbon resilience are critically analysed based on detailed analysis of key policy areas. This book will be of great interest to policy makers, practitioners’ students and scholars of climate change and sustainable development.
Technological revolutions have increased the world’s wealth unevenly and in ways that have accelerated climate change. This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.
The science is unequivocal: stabilizing climate change implies bringing net carbon emissions to zero. This must be done by 2100 if we are to keep climate change anywhere near the 2oC warming that world leaders have set as the maximum acceptable limit. Decarbonizing Development: Three Steps to a Zero-Carbon Future looks at what it would take to decarbonize the world economy by 2100 in a way that is compatible with countries' broader development goals. Here is what needs to be done: -Act early with an eye on the end-goal. To best achieve a given reduction in emissions in 2030 depends on whether this is the final target or a step towards zero net emissions. -Go beyond prices with a policy package that triggers changes in investment patterns, technologies and behaviors. Carbon pricing is necessary for an efficient transition toward decarbonization. It is an efficient way to raise revenue, which can be used to support poverty reduction or reduce other taxes. Policymakers need to adopt measures that trigger the required changes in investment patterns, behaviors, and technologies - and if carbon pricing is temporarily impossible, use these measures as a substitute. -Mind the political economy and smooth the transition for those who stand to be most affected. Reforms live or die based on the political economy. A climate policy package must be attractive to a majority of voters and avoid impacts that appear unfair or are concentrated on a region, sector or community. Reforms have to smooth the transition for those who stand to be affected, by protecting vulnerable people but also sometimes compensating powerful lobbies.
This book addresses the global need to transition to a low-carbon society and economy by 2050. The authors interrogate the dominant frames used for understanding this challenge and the predominant policy approaches for achieving it. Highlighting the techno-optimism that informs our current understanding and policy options, Kirby and O’Mahony draw on the lessons of international development to situate the transition within a political economy framework. Assisted by thinking on future scenarios, they critically examine the range of pathways being implemented by both developed and developing countries, identifying the prevailing forms of climate capitalism led by technology. Based on evidence that this is inadequate to achieve a low-carbon and sustainable society, the authors identify an alternative approach. This advance emerges from community initiatives, discussions on postcapitalism and debates about wellbeing and degrowth.
