Despite severe exogenous shocks, the macroeconomic program remained broadly on track, and several social indicators, particularly in the area of basic education, progressed. A variety of measures have been successfully implemented to improve the environment for private sector development, reduce the vulnerability of the rural sector, and strengthen public finance management. A more comprehensive framework for growth-enhancing policies should encompass the rural sector; foster the development of analytical links between budgets and results; and strengthen the role of the Poverty Reduction Strategy Paper (PRSP) as an integrative framework for sectoral policies.

This Joint Staff Advisory Note reviews the sixth annual progress report (APR) on the implementation of Burkina Faso’s Poverty Reduction Strategy (PRS). The APR notes that poverty has been further reduced to an estimated 42 percent in 2005 from an estimated 54 percent in 1998. Poverty declined owing mostly to a reduction in the incidence of rural poverty. The APR also informs about progress made regarding access to basic services, employment opportunities for the poor, and improved governance.

Since the end of the crisis in April 2011, Côte d'Ivoire has gradually recovered economic activity and social cohesion, as reflected in the reopening of banks, schools and health centers, markets, and industrial enterprises. Financing of the poverty reduction strategy is provided largely through budget resources and assistance from the government's technical and financial partners (TFP). Assistance from the TFP may also take the form of project grants or program grants.
This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.
This evaluation examines the relevance and effectiveness of Poverty Reduction Support Credits (PRSCs), introduced by the Bank in early 2001 to support comprehensive growth, improve social conditions, and reduce poverty in IDA countries. PRSCs were intended to allow greater country-ownership, provide more predictable annual support, exhibit more flexible conditionality, and strengthen budget processes in a results-based framework. By September 2009, the Bank had approved 99 PRSCs totaling some $7.5 billion and representing 38% percent of IDA policy based lending. The evaluation finds that in terms of process, PRSCs were effective in easing conditionality, increasing country ownership and aid predictability, stimulating dialogue between central and sectoral ministries, and improving donor harmonization. In terms of content, PRSCs succeeded in emphasizing public sector management and pro-poor service delivery. Yet in terms of results, it is difficult to distinguish growth and poverty outcomes in countries with PRSCs from other better performing IDA countries. There is scope for further simplifying the language of conditionality and underpinning PRSCs with better pro-poor growth diagnostics. PRSCs can also strengthen their results frameworks and limit sector policy content in multi-sector DPLs to high-level or cross-cutting issues. Today, Bank policy has subsumed PRSCs under the broader mantle of Development Policy Lending and the rationale for a separate brand name although differences linger from the past. Since PRSCs and other policy-based lending have gradually converged in design, remaining differences compared to other Development Policy Loans should be clearly spelled out, or the separate PRSC brand name should be phased out.
