The National Aeronautics and Space Administration (NASA) is widely admired for astonishing accomplishments since its formation in 1958. Looking ahead over a comparable period of time, what can the nation and the world expect of NASA? What will be the agency's goals and objectives, and what will be the strategy for achieving them? More fundamentally, how will the goals, objectives, and strategy be established and by whom? How will they be modified to reflect changes in science, technology, national priorities, and available resources? In late 2011, the United States Congress directed the NASA Office of Inspector General to commission a "comprehensive independent assessment of NASA's strategic direction and agency management." Subsequently, NASA requested that the National Research Council (NRC) conduct this independent assessment. In the spring of 2012, the NRC Committee on NASA's Strategic Direction was formed and began work on its task. The committee determined that, only with a national consensus on the agency's future strategic direction-along the lines described in the full NRC report-can NASA continue to deliver the wonder, the knowledge, the national security and economic benefits, and the technology that have been typified by its earlier history. Why have some former enemy countries established durable peace while others remain mired in animosity? When and how does historical memory matter in post-conflict interstate relations? Focusing on two case studies, Yinan He argues that the key to interstate reconciliation is the harmonization of national memories. Conversely, memory divergence resulting from national mythmaking harms long-term prospects for reconciliation. After WWII, Sino-Japanese and West German-Polish relations were both antagonized by the Cold War structure, and pernicious myths prevailed in national collective memory. In the 1970s, China and Japan brushed aside historical legacy for immediate diplomatic normalization. But the progress of reconciliation was soon impeded from the 1980s by elite mythmaking practices that stressed historical animosities. Conversely, from the 1970s West Germany and Poland began to de-mythify war history and narrowed their memory gap through restitution measures and textbook cooperation, paving the way for significant progress toward reconciliation after the Cold War.
This book discusses twentieth-century Brazilian political thought, arguing that while Rio de Janeiro intellectuals envisaged the state and the national bourgeoisie as the means to overcome dependency on foreign ideas and culture, São Paulo intellectuals looked to civil society and the establishment of new academic institutions in the search for national identity. Ronald H. Chilcote begins his study by outlining Brazilian intellectuals' attempt to transcend a sense of inferiority emanating from Brazilian colonialism and backwardness. Next, he traces the struggle for national identity in Rio de Janeiro through an account of how intellectuals of varying political persuasions united in search of a political ideology of national development. He then presents an analysis by São Paulo intellectuals on racial discrimination, social inequality, and class differentiation under early capitalism and industrialization. The book concludes with a discussion on how Brazilian intellectuals challenged foreign thinking about development through the state and representative democratic institutions, in contrast to popular and participatory democratic practices.
