It includes discussions of environmental soil borings, surveying, well construction, abandonments, maintenance, and stabilization. EPD/EMS is responsible for monitoring constituents in the groundwater at approximately 135 waste sites in 16 areas at SRS. The majority of this monitoring is required by US Department of Energy (DOE) orders and by federal and state regulations administered by the US Environmental Protection Agency (EPA) and the South Carolina Department of Health and Environmental Control (SCDHEC). The groundwater monitoring program includes the following activities: installation, maintenance, and abandonment of monitoring wells; environmental soil borings; development of sampling and analytical schedules; collection and analyses of groundwater samples; review of analytical and other data; maintenance of the databases containing groundwater monitoring data; quality assurance (QA) evaluations of laboratory performance; and reports of results to waste site facility custodians and to the Environmental Protection Section (EPS) of EPD. EPD/EMS is responsible for monitoring the wells but is not responsible for the facilities that are monitored. It is the responsibility of the custodian of each waste site to ensure that EPD/EMS is informed of sampling requirements and special requests for the sampling schedule, to assist in reviewing the data, and to make any decisions regarding groundwater monitoring at the waste site.
