In The Roots of Ethnicity, Ronald R. Atkinson argues that although colonial rule and its aftermath have played a major role in shaping the particular manifestations of ethnicity in Africa, many sociohistorical developments crucial to current expressions of ethnicity can be traced to a past long before the colonial period. Atkinson develops his argument through an exhaustive examination of the origins of the collective identity of the Acholi of present-day northern Uganda. His study makes clear that by the time of European conquest the essential foundations and the crucial parameters for the evolution of Acholi society and ethnic consciousness had long been established. In presenting his argument for the need to extend the existing scholarship on ethnicity in Africa beyond its twentieth-century focus, Atkinson provides what is perhaps the most detailed reconstruction and analysis yet available of the pre-1800 evolution of an African sociopolitical order. "Negative ethnicity" is Koigi wa Wamwere’s name for the deep-seated tensions in Africa that the world has seen flare so terrifyingly. The genocide in Rwanda and "ethnic" killing in the Democratic Republic of Congo, Nigeria, and elsewhere stand out as examples. Wa Wamwere argues that these clashes cannot properly be described as ethnically motivated; ethnicity, a positive distinction, has nothing of the hatred here at work. Negative Ethnicity gives a new picture of the force behind untold deaths on the continent, dispelling the myth of an intractable conflict waged along simple, ancient lines. Negative Ethnicity explains the roots, colonial and pre-colonial, of the current "ethnic" tensions. Ethnic conflict has been the driving force of wars all over the world, yet it remains an enigma. What is it about ethnicity that breaks countries apart and drives people to acts of savage violence against their lifelong neighbors? Stuart Kaufman rejects the notion of permanent "ancient hatreds" as the answer. Dissatisfied as well with a purely rationalist explanation, he finds the roots of ethnic violence in myths and symbols, the stories ethnic groups tell about who they are. Ethnic wars, Kaufman argues, result from the politics of these myths and symbols—appeals to flags and faded glories that aim to stir emotions rather than to address interests. Popular hostility based on these myths impels groups to follow extremist leaders invoking such emotion-laden ethnic symbols. If ethnic domination becomes their goal, ethnic war is the likely result. Kaufman examines contemporary ethnic wars in the Caucasus and southeastern Europe. Drawing on information from a variety of sources, including visits to the regions and dozens of personal interviews, he demonstrates that diplomacy and economic incentives are not enough to prevent or end ethnic wars. The key to real conflict resolution is peacebuilding—the often-overlooked effort by nongovernmental organizations to change hostile attitudes at both the elite and the grassroots levels.
