This book deals with the various interdisciplinary issues of the Indian Ocean, individually and collectively, such as its history, geography, nautical elements, economics, trade routes (old and new), blue economy, deep-sea mining, fisheries management, tourism, scourge of piracy, pollution, Law of the Sea (UNCLOS 1982), and the different perspectives of its littoral countries on geopolitics, international law, international relations and maritime partnerships. It is the most important ocean in the world – 33% of the global population lives in the area and 50-60% of the world’s maritime trade transits through it. In addition, around 60% of global oil, and 26% of global gas reserves, along with pristine beaches are located here. To comprehend the interdisciplinary issues, the editor embarked on a voyage to discover, persuade and collaborate with exceptionally brilliant, influential experts from prominent littoral countries – India, Indonesia, Iran, South Africa, Malaysia and Singapore – with relevant experience to expound the above subject areas. In addition, geopolitical conflicts/hostilities and trade wars are on the rise; war seems inevitable but not imminent. Any conflict is likely to originate in other oceans and seas but will end up impacting the Indian Ocean’s littoral countries. Accordingly, these countries must comprehend the interdisciplinary issues and the special role of the Indian Ocean to prevent all-encompassing wars/hostilities from widening at a global level and thereafter must flesh out plans to shield themselves. They must also understand the area’s role in working towards global peace by comprehending the above interdisciplinary issues. The role of the Indian Ocean in global peace can only be achieved through maritime partnerships between its littoral countries, and their avoidance of impulses to invite outside power(s) to balance each other’s power. However, maritime partnerships are easier said than done. At the very least, the maritime partnership between two major Indian Ocean littoral powers – India and Indonesia – is critical to shield the region from geopolitical firestorms. Hopefully, this maritime partnership’s tactic of embracing a carrot-and-stick approach will eventually persuade global powers from outside the Indian Ocean region to improve their conduct to achieve global peace.

The present volume curates papers presented at an international conference organized at OUCIP to engage with the oceanic turn in different fields of knowledge embracing Social Sciences, Humanities and, Physical Sciences to project the Indian Ocean as the new frontier of research across various disciplines. The papers are divided into four sections: The Oceanic Reach has papers reflecting on the received knowledge regarding the historical role and reach of the Indian Ocean and providing new insights in the evolving dynamics of the region. The section on Literature and Culture has essays reflecting the different trajectories within Humanities and Cultural Studies through which Indian Ocean has stimulated the imagination of scholars, intellectuals, diasporic writers, and culture historians. The section on Roots and Routes includes accounts of the historical, cultural, religious, trade and diasporic linkages across oceanic communities inhabiting the vast expanse of the Indian Ocean. The final section on Power Games includes papers that deal with the increasing interests of various international powers in the Indian Ocean region particularly in the context of the shift from the Asian land mass to the enormous presence of the Indian Ocean, and the economic, political and strategic significance that it has for the entire region. Taken together these contributions offer both an opportunity and a challenge for interested scholars to engage with Indian Ocean as a new frontier of knowledge with enormous potential for research and exploration. Security is an all-encompassing term of art which is subject to diverse interpretations and understandings. It includes notions of protection against transnational threats, including terrorism, inter- and intra-state conflict, nuclear proliferation, forced migration, violation of women’s rights, climate change, etc. The papers in this collection provide fresh voices in the security debate, uniting scholars from different fields of law and philosophy to address normative gaps in interpretation, evolution and application. Part I considers calls for an expanded mandate for the UN Security Council and regional international organisations. Part II reviews innovations within the arena of international humanitarian law, including whether it is possible to balance human rights and humanitarian law standards in peacekeeping operations, responses to “voluntary human shielding”, and normative evolution in the removal of anti-personnel mines and the ban on cluster munitions. Part III embarks upon the realm of Ethics and Democracy: assessing the engagement of private soldiers and the legitimacy of targeted strikes pursuant to the “responsibility to prevent terrorism”. It also considers internal conflicts within the notion of “democratic security”, affirms the procedural guarantees of habeas corpus and non-refoulement as central elements of global justice, and calls for evaluation of gender equity as a measure of state fragility. Part IV confronts the global challenge of climate change as a security threat. Finally, Part V provides a practitioner’s perspective which discusses possible grounds for a gap between academics and security practitioners.
