An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, NGOs, civil society, international organizations and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This Handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a OC Readiness AssessmentOCO and take the practitioner through the design, management, and importantly, the sustainability of such systems. The Handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way."
The new 2030 Agenda for Sustainable Development includes water, sanitation, and hygiene (WASH) at its core. A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.
This open access handbook analyses the role of development cooperation in achieving the 2030 Agenda in a global context of 'contested cooperation'. Development actors, including governments providing aid or South-South Cooperation, developing countries, and non-governmental actors (civil society, philanthropy, and businesses) constantly challenge underlying narratives and norms of development. Xiaoyun Li is Chair Professor at China Agricultural University and Honorary Dean of the China Institute for South-South Cooperation in Agriculture. Prof. Li is the Chair of the Network of Southern Think Tanks and Chair of the China International Development Research Network. André de Mello e Souza is a researcher at the Institute for Applied Economic Research (IPEA), a Brazilian governmental think tank. Elizabeth Sidiropoulos is Chief Executive of the South African Institute of International Affairs. She has co-edited Development Cooperation and Emerging Powers: New Partners or Old Patterns (2012) and Institutional Architecture and Development: Responses from Emerging Powers (2015). Dorothea Wehrmann is a researcher in the Inter- and Transnational Cooperation programme at the German Development Institute.
"For the third time in three decades world leaders reaffirmed their promise of "Education For All" when adopting Sustainable Development Goal 4 in 2015. It is the most far-reaching commitment to quality and equity in education so far, yet, there is no consensus on what the agenda means in practice. With a decade left until the 2030 deadline, Grading Goal Four calls upon the education community to engage more thoughtfully and critically with SDG 4 and related efforts. As an ever-growing number of actors and initiatives claim to contribute to its achievement, it is becoming clear that the ambitious but broad priorities within the goal are vulnerable to cherry-picking and misrepresentation, placing it at the heart of tensions between instrumentalist and rights-based approaches to education. This book presents a selection of multifaceted development issues involving social, economic and environmental aspects, in order to inspire and guide implementation of the United Nations’ SDGs. It focuses on economic development, human well-being and sustainable pathways, with special attention to financial and knowledge resources, as well as measurement concepts. In doing so, the book draws a distinction between sustainability and sustainable pathways by refraining from dealing with broader and more direct environmental sustainability issues like climate change, environmental degradation and sustainable energy. The choice of topics, apart from their relevance for India, was guided by their importance in connection with multiple SDG goals. In addition to revealing the intricacies of systemic relationships and the dilemmas they create in policy choices, the book examines the role of actors and the critical importance of partnerships to help readers comprehend the breadth of diversities and inter-linkages involved.
