The authors of this book approach the emergence and endurance of the populist nationalism in post-socialist Eastern Europe, with special emphasis on Hungary. They attempt to understand the reasons behind public discourses that increasingly reframe politics in terms of nationhood and nationalism. Overall, the volume attempts to explain how the new nationalism is rooted in recent political, economic and social processes. The contributors focus on two motifs in public discourse: shift and legacy. Some focus on shifts in public law and shifts in political ethno-nationalism through the lens of constitutional law, while others explain the social and political roots of these shifts. Others discuss the effects of legacy in memory and culture and suggest that both shift and legacy combine to produce the new era of identity politics. Legal experts emphasize that the new Fundamental Law of Hungary is radically different from all previous Hungarian constitutions, and clearly reflects a redefinition of the Hungarian state itself. The authors further examine the role of developments in the fields of sociology and political science that contribute to the kind of politics in which identity is at the fore.

Modern Belarusian nationalism emerged in the early twentieth century during a dramatic period that included a mass exodus, multiple occupations, seven years of warfare, and the partition of the Belarusian lands. In this original history, Per Anders Rudling traces the evolution of modern Belarusian nationalism from its origins in late imperial Russia to the early 1930s. The revolution of 1905 opened a window of opportunity, and debates swirled around definitions of ethnic, racial, or cultural belonging. By March of 1918, a small group of nationalists had declared the formation of a Belarusian People's Republic (BNR), with territories based on ethnographic claims. Less than a year later, the Soviets claimed roughly the same area for a Belarusian Soviet Socialist Republic (BSSR). Belarusian statehood was declared no less than six times between 1918 and 1920. In 1921, the treaty of Riga officially divided the Belarusian lands between Poland and the Soviet Union. Polish authorities subjected Western Belarus to policies of assimilation, alienating much of the population. At the same time, the Soviet establishment of Belarusian-language cultural and educational institutions in Eastern Belarus stimulated national activism in Western Belarus. Sporadic partisan warfare against Polish authorities occurred until the mid-1920s, with Lithuanian and Soviet support. On both sides of the border, Belarusian activists engaged in a process of mythmaking and national mobilization. By 1926, Belarusian political activism had peaked, but then waned when coups d'etats brought authoritarian rule to Poland and Lithuania. The year 1927 saw a crackdown on the Western Belarusian national movement, and in Eastern Belarus, Stalin's consolidation of power led to a brutal transformation of society and the uprooting of Belarusian national communists. As a small group of elites, Belarusian nationalists had been dependent on German, Lithuanian, Polish, and Soviet sponsors since 1915. The geopolitical rivalry provided opportunities, but also liabilities. After 1926, maneuvering this complex and progressively hostile landscape became difficult. Support from Kaunas and Moscow for the Western Belarusian nationalists attracted the interest of the Polish authorities, and the increasingly autonomous republican institutions in Minsk became a concern for the central government in the Kremlin. As Rudling shows, Belarus was a historic battleground that served as a political tool, borderland, and buffer zone between greater powers. Nationalism arrived late, was limited to a relatively small elite, and was suppressed in its early stages. The tumultuous process, however, established the idea of Belarusian statehood, left behind a modern foundation myth, and bequeathed the institutional framework of a proto-state, all of which resurfaced as building blocks for national consolidation when Belarus gained independence in 1991.
Reza Zia-Ebrahimi revisits the work of Fath?ali Akhundzadeh and Mirza Aqa Khan Kermani, two Qajar-era intellectuals who founded modern Iranian nationalism. In their efforts to make sense of a difficult historical situation, these thinkers advanced an appealing ideology Zia-Ebrahimi calls "dislocative nationalism," in which pre-Islamic Iran is cast as a golden age, Islam is reinterpreted as an alien religion, and Arabs become implacable others. Dislodging Iran from its empirical reality and tying it to Europe and the Aryan race, this ideology remains the most politically potent form of identity in Iran. Akhundzadeh and Kermani's nationalist reading of Iranian history has been drilled into the minds of Iranians since its adoption by the Pahlavi state in the early twentieth century. Spread through mass schooling, historical narratives, and official statements of support, their ideological perspective has come to define Iranian culture and domestic and foreign policy. Zia-Ebrahimi follows the development of dislocative nationalism through a range of cultural and historical materials, and he captures its incorporation of European ideas about Iranian history, the Aryan race, and a primordial nation. His work emphasizes the agency of Iranian intellectuals in translating European ideas for Iranian audiences, impressing Western conceptions of race onto Iranian identity.

This book maps three waves of nativist populism in the post-war era, emerging into contemporary Neo-Nationalism. The first wave rose in the wake of the Oil Crisis in 1972. The second was ignited by the Collapse of Communism in 1989, spiking with the 9/11 terrorist attacks. The third began to emerge after the Financial Crisis of 2008, soaring with the Refugee Crisis of 2015.
