Undertakes a wide-ranging examination of the US-Mexico border as it functions in the rhetorical production of civic unity in the United States A “border” is a powerful and versatile concept, variously invoked as the delineation of geographical territories, as a judicial marker of citizenship, and as an ideological trope for defining inclusion and exclusion. It has implications for both the empowerment and subjugation of any given populace. Both real and imagined, the border separates a zone of physical and symbolic exchange whose geographical, political, economic, and cultural interactions bear profoundly on popular understandings and experiences of citizenship and identity. The border’s rhetorical significance is nowhere more apparent, nor its effects more concentrated, than on the frontier between the United States and Mexico. Often understood as an unruly boundary in dire need of containment from the ravages of criminals, illegal aliens, and other undesirable threats to the national body, this geopolitical locus exemplifies how normative constructions of “proper”; border relations reinforce definitions of US citizenship, which in turn can lead to anxiety, unrest, and violence centered around the struggle to define what it means to be a member of a national political community.
The Syrian refugee crisis seriously challenged countries in the Middle East, Europe, the United States, and elsewhere in the world. It provoked reactions from humanitarian generosity to anti-immigrant warnings of the destruction of the West. It contributed to the United Kingdom’s “Brexit” from the European Union and the election of Donald Trump as president of the United States. This book is a unique study of rhetorical responses to the crisis through a comparative approach that analyzes the discourses of leading political figures in ten countries, including gateway, destination, and tertiary countries for immigration, such as Turkey, several European countries, and the United States. These national discourses constructed the crisis and its refugees so as to welcome or shun them, in turn shaping the character and identity of the receiving countries, for both domestic and international audiences, as more or less humanitarian, nationalist, Muslim-friendly, Christian, and so forth. This book is essential reading for scholars wishing to understand how European and other countries responded to this crisis, discursively constructing refugees, themselves, and an emerging world order.
Explores efforts to restrict and expand notions of US citizenship as they relate specifically to the US-Mexico border and Latina/o identity Borders and citizenship go hand in hand. Borders define a nation as a territorial entity and create the parameters for national belonging. But the relationship between borders and citizenship breeds perpetual anxiety over the purported sanctity of the border, the security of a nation, and the integrity of civic identity. In The Border Crossed Us, Josue David Cisneros addresses these themes as they relate to the US-Mexico border, arguing that issues ranging from the Mexican-American War of 1846–1848 to contemporary debates about Latina/o immigration and border security are negotiated rhetorically through public discourse. He explores these rhetorical battles through case studies of specific Latina/o struggles for civil rights and citizenship, including debates about Mexican American citizenship in the 1849 California Constitutional Convention, 1960s Chicana/o civil rights movements, and modern-day immigrant activism. Cisneros posits that borders—both geographic and civic—have crossed and recrossed Latina/o communities throughout history (the book’s title derives from the popular activist chant, “We didn’t cross the border; the border crossed us!”) and that Latina/os in the United States have long contributed to, struggled with, and sought to cross or challenge the borders of belonging, including race, culture, language, and gender. In the 1920s, the US government passed legislation against undocumented entry into the country, and as a result the figure of the “illegal alien” took form in the national discourse. In this book, Lisa A. Flores explores the history of our language about Mexican immigrants and exposes how our words made these migrants “illegal.” Deportable and Disposable brings a rhetorical lens to a question that has predominantly concerned historians: how do differently situated immigrant populations come to belong within the national space of whiteness, and thus of American-ness? Flores presents a genealogy of our immigration discourse through four stereotypes: the “illegal alien,” a foreigner and criminal who quickly became associated with Mexican migrants; the “bracero,” a docile Mexican contract laborer; the “zoot suiter,” a delinquent Mexican American youth engaged in gang culture; and the “wetback,” an unwanted migrant who entered the country by swimming across the Rio Grande. By showing how these figures were constructed, Flores provides insight into the ways in which we racialize language and how we can transform our political rhetoric to ensure immigrant populations come to belong as part of the country, as Americans. Timely, thoughtful, and eye-opening, Deportable and Disposable initiates a necessary conversation about the relationship between racial rhetoric and the literal and figurative borders of the nation. In Unruly Immigrants, Monisha Das Gupta explores the innovative strategies that South Asian feminist, queer, and labor organizations in the United States have developed to assert claims to rights for immigrants without the privileges or security of citizenship. Since the 1980s many South Asian immigrants have found the India-centered “model minority” politics of previous generations inadequate to the task of redressing problems such as violence against women, homophobia, racism, and poverty. Thus they have devised new models of immigrant advocacy, seeking rights that are mobile rather than rooted in national membership, and advancing their claims as migrants rather than as citizens-to-be. Creating social justice organizations, they have inventively constructed a transnational complex of rights by drawing on local, national, and international laws to seek entitlements for their constituencies. Das Gupta offers an ethnography of seven South Asian organizations in the northeastern United States, looking at their development and politics as well as the conflicts that have emerged within the groups over questions of sexual, class, and political identities. She examines the ways that women’s organizations have defined and responded to questions of domestic violence as they relate to women’s immigration status; she describes the construction of a transnational South Asian queer identity and culture by people often marginalized by both mainstream South Asian and queer communities in the United States; and she draws attention to the efforts of labor groups who have sought economic justice for taxi drivers and domestic workers by confronting local policies that exploit cheap immigrant labor. Responding to the shortcomings of the state, their communities, and the larger social movements of which they are a part, these groups challenge the assumption that citizenship is the necessary basis of rights claims.
In this book, Elisabeth H. Kinsley weaves the stories of racially and ethnically distinct Shakespeare theatre scenes in late nineteenth- and early twentieth-century Manhattan into a single cultural history, revealing how these communities interacted with one another and how their work influenced ideas about race and belonging in the United States during a time of unprecedented immigration. As Progressive Era reformers touted the works of Shakespeare as an “antidote” to the linguistic and cultural mixing of American society, and some reformers attempted to use the Bard’s plays to “Americanize” immigrant groups on Manhattan’s Lower East Side, immigrants from across Europe appropriated Shakespeare for their own ends. Kinsley uses archival material such as reform-era handbooks, theatre posters, playbills, programs, sheet music, and reviews to demonstrate how, in addition to being a source of cultural capital, authority, and resistance for these communities, Shakespeare’s plays were also a site of cultural exchange. Performances of Shakespeare occasioned nuanced social encounters between New York’s empowered and marginalized groups and influenced sociocultural ideas about what Shakespeare, race, and national belonging should and could mean for Americans. Timely and immensely readable, this book explains how ideas about cultural belonging formed and transformed within a particular human community at a time of heightened demographic change. Kinsley’s work will be welcomed by anyone interested in the formation of national identity, immigrant communities, and the history of the theatre scene in New York and the rest of the United States.
Pledging allegiance, singing the “Star-Spangled Banner,” wearing a flag pin—these are all markers of modern patriotism, emblems that announce the devotion of American citizens. Most of these nationalistic performances were formulized during the early twentieth century and driven to new heights by the panic surrounding national identity during World War I. In To Become an American Leslie A. Hahner argues that, in part, the Americanization movement engendered the transformation of patriotism during this period. Americanization was a massive campaign designed to fashion immigrants into perfect Americans—those who were loyal in word, deed, and heart. The larger outcome of this widespread movement was a dramatic shift in the nation’s understanding of Americanism. Employing a rhetorical lens to analyze the visual and aesthetic practices of Americanization, Hahner contends that Americanization not only tutored students in the practices of citizenship but also created a normative visual metric that modified how Americans would come to understand, interpret, and judge their own patriotism and that of others.
