Russia is divided into seven federal districts encompassing 89 units -- regions (oblasts), territories (krais), and republics. As central power has weakened, the importance of these units and their local leadership has increased commensurately. This innovative, multi-contributed book, now available in paperback, argues convincingly that Russia will never be able to create a viable democracy as long as authoritarian regimes are able to flourish in the regions. The main themes covered are democratisation at the regional level, and the problems faced by the federal states in forging viable democratic institutions in what is now a highly assymetrical Federation. A major strength of the book lies in its combination of thematic chapters with case studies of particular regions and republics. Very little has been published to date on the actual processes of democratisation in particular republics and regions. The book takes into account the literature available on the 'new institutionalism' and outlines the importance of institutions in developing and maintaining democracy. It looks at the importance of sovereignty, federalism and democratic order, and considers the distinct problems of party-building in Russia's regions. Electoral politics are also considered fully, before the book goes on to consider the whole issue of regional politics and democratisation in five particular areas of Russia – Novgorod, the Komi Republic, Russia's Far East, Tatarstan and Bashkortostan. The authors, the majority of whom are internationally recognised experts in their field, have been drawn from Britain, the USA, Russia and Germany, giving the book a truly global perspective.

This question is generated by President Vladimir Putin's most ambitious reform program to date--his attempt since 2000 to reshape the Russian federation, centralize much of the power lost by the Kremlin to the eighty-nine regional governors during the 1990s, and strengthen his weak grip on Russia's institutions and political elite. In The Dynamics of Russian Politics Russian and Western authors from the fields of political science, economics, ethnology, law, and journalism examine the reform's impact on key areas of Russian life, including big business, law enforcement, corruption, political party development, health care, local government, small business, and ethnic relations. Volume I presents the historical context and an overview of the reforms, then tracks how Putin's plans were implemented and resisted across each of the seven new federal okrugs, or megaregions, into which he divided Russia. In particular, the authors analyze the goals and contrasting political styles of his seven commissars and how their often-concealed struggles with the more independent and determined governors played out. Volume II examines the impact of these reforms on Russia's main political institutions; the increasingly assertive business community; and the defense, police, and security ministries. It also analyzes how the reforms have affected such key policy areas as local government, health care, political party development, the battle against corruption, small business, ethnic relations, and the ongoing Chechen war. Together, the two volumes simultaneously reveal that Putin's successes have been much more limited and ambiguous than is widely believed in the West while offering detailed and nuanced answers to the difficult but crucial question: Who rules Russia?

This book investigates the relationship between the character of political regimes in Russia's subnational regions and the structure of earnings and income. Based on extensive data from Russian official sources and surveys conducted by the World Bank, the book shows that income inequality is higher in more pluralistic regions. It argues that the relationship between firms and government differs between more democratic and more authoritarian regional regimes. In more democratic regions, business firms and government have more cooperative relations, restraining the power of government over business and encouraging business to invest more, pay more and report more of their wages. Average wages are higher in more democratic regions and poverty is lower, but wage and income inequality are also higher. The book argues that the rising inequality in postcommunist Russia reflects the inability of a weak state to carry out a redistributive social policy.
