Private schools are a cost-effective option for expanding secondary education in some developing countries. They may also provide some lessons for improving the efficiency of public schools.
World Bank Discussion Paper No. 311. Examines the effects of the Uruguay Round on the countries of Sub-Saharan Africa. The findings show that the effects will be minimal overall and may be beneficial to countries which make the necessary domestic reforms for participation in the world market.
This report reviews quality estimates between private and public secondary schools in Colombia and Tanzania. Quality is measured by student performance on standardized achievement tests. Estimated sample selection effects suggest that Colombian students sort themselves by type of institution (private or public), but Tanzanian students appear to be selected by a hierarchical mechanism, with the worst students entering private institutions. These effects are consistent with the different institutional frameworks for educational choice in these countries. For each country, private schools offer an achievement advantage. By standardizing for differences in student and school attributes, private school students have higher achievement test scores.
This book draws on evidence from a large number of developing countries to assess the impact of market reforms on the provision of education and health services. The contributors show that approaches that seek merely to pass more of their costs to consumers perform less well than is often claimed and that improved cost-effectiveness of health and education systems requires far more than changes in the sources and mechanisms of obtaining finance.
This paper assesses the efficiency of government expenditure on education and health in 38 countries in Africa in 1984-95, both in relation to each other and compared with countries in Asia and the Western Hemisphere. The results show that, on average, countries in Africa are less efficient than countries in Asia and the Western Hemisphere; however, education and health spending in Africa became more efficient during that period. The assessment further suggests that improvements in educational attainment and health output in African countries require more than just higher budgetary allocations.
