Excerpt from The Re-Organisation of Rural Education, in the Cape Province, of the Union of South Africa The importance of maintaining an intelligent, cultured, healthy, and successful people on the farms can hardly, be over-emphasised. The welfare of the state depends largely upon the welfare of the farmer. Moreover: "Ultimately the food supply will govern 'with an iron, hand the extent of the world's population. .... The whole industrial and social order under modern conditions is rooted in an adequate food supply. The men who till the soil then are responsible for large human destinies. They bear the world on their shoulders." This is the day of the new farmer. The modern farmer has to be a practical scientist and a skilled manager, business man, mechanic and labourer, all in one. In addition he must remain a perpetual student if he wants to keep up-to-date. From this it is evident that the successful farmer must he a well educated man. Economically and socially rural people are at a disadvantage. The country has not shared largely in the advances made by towns and cities. Rural communities are lagging behind in the march of progress. To correct this backwardness is one task of the rural school system. Education is probably the best agency we have for social progress. Of course the rural school system alone cannot hope to solve the many economic and social problems of the country, but it may be called upon to contribute a considerable share in the solution of many of them. Rural welfare is not only one of the most important of our social problems, from a national point of view, but it also presents some of the most difficult problems of education.
