During the 1960s, a number of Kentuckians recognized the need to collect and disseminate the official record of the governors of the Commonwealth. Their efforts culminated in the creation of the Kentucky Advisory Commission on Public Documents, which recommended the publication of this series. This volume is designed to provide a convenient record of the Nunn administration. It is a selective collection of documents emanating from Governor Nunn's office, consisting mainly of public addresses which best reflect the concerns of that administration. Included in this volume is an appendix that provides a complete listing of speeches delivered by Governor Nunn during his four-year term of office.
This volume presents a record of the Ford administration. From among the many public speeches delivered by Wendell Ford during the three years he served as Governor, W. Landis Jones has chosen a representative sample that reflects the wide-ranging concerns of the Ford administration. Arranged topically, the volume covers subjects from government reorganization and party politics to health and welfare, education, highways, and energy and environment. This selection does not include executive orders or proclamations, since they are part of the preserved public record. The cross section of public speeches and press releases that are included provides an easily accessible source for historians to view the broad spectrum of issues that faced the people of the Commonwealth during the early years of the 1970s. Included also are appendixes that provide a complete listing of speeches delivered by Governor Ford during his term of office, a chart that shows the organization of Kentucky government at the end of the Ford administration, and a synopsis of the administration by Thomas L. This volume presents the important speeches and correspondence of Governor Martha Layne Collins, the only woman to be elected governor of Kentucky. Papers from state archives chronicle the agenda and rhetoric that Collins, a former schoolteacher, used to accomplish her intertwined goals of education reform and economic development. Also included are Collins's letters to automobile makers urging them to consider Kentucky as a manufacturing site and her triumphant announcement that Toyota had selected Georgetown, Kentucky for its North American plant. An introductory essay by Elizabeth Duffy Fraas's summarizes Collins's life and career and assesses the impact of her administration on the state. The editor's notes provide context and background for each of the 199 speeches or documents included. The volume contains Collins's pivotal speeches during her rise to leadership in the Democratic Party, which chose her to chair its 1984 National Convention, and presents her vision to position Kentucky in the global marketplace. Other sections deal with related issues of labor and management, energy and environment, and health and welfare. For those interested in learning more about the challenges facing women with careers in politics, Fraas has assembled a section including Collins's statements on gender issues, motherhood, and the role of women in the political sphere.
Edward Thompson Breathitt Jr. served as governor of Kentucky from December 12, 1967. The Breathitt administration was notable for its close ties with the national administration of President Lyndon B. Johnson and with Johnson's Great Society programs. Governor Breathitt led successful campaigns for economic and industrial development, civil rights legislation, increased support for education, and expansion and improvement of the state highway and park systems. His most significant defeat was the rejection in 1966 of a new state constitution. His administration won several national awards, including: a Lincoln Key Award (1966) for leadership in the passage of civil rights legislation; Society of Industrial Investors' award (1964) for the best industrial development program; the Midwest Travel Writers Association award (1965) for the best travel promotion program; and the U.S. Department of Interior Distinguished Service Award (1967) for contributions in the field of conservation. Governor Breathitt's papers are of historical importance for the light they shed on one governor's attempts to mesh state and federal actions and to fit federal programming to the needs of his state.
During the period from 1931 to 1967 -- thirty-six years -- Kentuckians elected only one Republican as governor of the Commonwealth. Yet that man, a former justice of the state's highest court, seldom appears as other than a footnote in the standard histories. That is unfortunate, for Simeon Willis of Ashland made a fine record as governor, assuming the office during World War II and leaving it strengthened in a postwar world. In this new volume in the Public Papers of the Governors of Kentucky series, editor James C. Klotter has assembled 173 documents and public statements, so that the Willis.
In his inaugural address, Governor Brereton C. Jones proclaimed, "This administration is committed to having the most positive, progressive, exciting four years in our state's history." Through speeches and press releases, this volume reflects the principal concerns of Jones's time in office. Thematically organized, the more than two hundred public statements included here present the public face of the Jones administration on such issues as health care, education, economic development, the environment, and governmental reform. Nowhere else has the full text of these speeches and press releases been printed. Governor Jones, born in 1939, was elected to the West Virginia legislature in 1964, where he served for four years before retiring from politics. After moving to Kentucky and switching allegiance from the Republican to the Democratic Party, he re-entered politics with a successful campaign to become lieutenant governor in 1987. He was elected the Commonwealth's fifty-fourth governor in 1991 by a record margin of nearly two to one. Jones initiated a number of reforms once in office. He turned a $400 million budget deficit into a $300 million surplus in four years, and he passed dramatic ethics reform in both the executive and legislative branches. Health-care issues were also of great importance to Jones, who spent the years before his election working with the Kentucky Health Care Access Foundation in addition to farming. After surviving a helicopter crash in 1992, he turned the main focus of his administration toward health-care reform and initiatives. Though he met with legislative opposition when he proposed universal health care for all Kentuckians, he did help pass legislation in 1994 that would serve as a solid beginning on the issue for future governors.

In his inaugural address, President John F. Kennedy challenged Americans to do something for their country. Thousands of young people answered his call, launching an era of flourishing social activism that eclipsed any in U.S. history. Citizens rallied behind an endless variety of social justice organizations to change the country's social and political landscape. As these social movements gained momentum, the severe poverty of the Appalachian region attracted the attention of many spirited young Americans. In 1964, a group of them formed the Appalachian Volunteers, an organization intent on eradicating poverty in eastern Kentucky and the rest of the Southern mountains. In Reformers to Radicals: The Appalachian Volunteers and the War on Poverty, Thomas Kiffmeyer documents the history of this organization as their youthful enthusiasm led to radicalism and controversy. Known informally as the AVs, these reformers sought to improve the everyday lives of the Appalachian poor while also making strides toward lasting economic change in the region. Considering themselves "poverty warriors," the AVs helped residents by refurbishing schools and homes and by offering much-needed educational opportunities, including job training and remedial academic instruction. Their efforts brought temporary relief to the Appalachian poor, but controversy was soon to follow. Within two years of the group's formation, they faced nationwide accusations that they were "seditious" and "un-American." Kiffmeyer explains how these activists, who worked for a worthy cause, ignited a firestorm of public criticism that ultimately caused their mission to fail. Before the decade was over, the Volunteers had lost the support of the federal and state governments and of many Appalachian people—an irreversible setback that caused the group to disband in 1970. The Appalachian Volunteers' failure was caused by multiple factors. They were overtly political, attracting divisive reactions from local and state governments. They were indecisive in defining the true nature of their cause, creating dissension within the group's ranks. They were engaged in a struggle to "integrate" the poor into mainstream American culture, which alienated the AVs from many of the very people they sought to help. They were also caught up in the unrest of the civil rights and anti–Vietnam War movements, which distracted them from their core mission. Reformers to Radicals chronicles a critical era in Appalachian history while also investigating the impact the 1960s' reform attitude had on one part of a broader movement in the United States. Kiffmeyer revisits an era in which idealistic young Americans, spurred on by President Kennedy's call to action, set out to remake America.
