Canadian historians have always looks favourably on Macdonald's national policies, including the protective tariff. On the other hand, the canons of economic theory have little or nothing to say in favour of protection. Professor Dales attempts in these essays to bridge this gap between trade theory and the standard interpretation of Canadian development. In the first three essays he is concerned with relaxing the rigorous assumptions of labour and capital immobility that characterize theoretical writings on international trade in order to make them more applicable to Canada, for it must be recognized that large movements of labour and capital both into and out of the country have been one of the most important features of the Canadian economy today. The next three chapters discuss the probable historical effects of Canadian protection in the light of the modified theory. Professor Dales makes statistical comparisons between the economic development of Canada and the United States in order to identify the main differences between the patterns of economic growth in the two countries and to throw light on the large and persistent gap between the Canadian and American standards of living. The last two essays are in the nature of provocative "squibs" designed to break up some of the hard-core conventional wisdom about the Canadian economy. Although free trade versus protection has long been a dormant issue in policy discussions, it never quite disappears from the scene. Dominated by the personalities of three towering figures of the nation's middle period -- Henry Clay, John C. Calhoun, and President Andrew Jackson -- Olive Branch and Sword: The Compromise of 1833 tells of the political and rhetorical dueling that brought about the Compromise of 1833, resolving the crisis of the Union caused by South Carolina's nullification of the protective tariff.In 1832 South Carolina's John C. Calhoun denounced the entire protectionist system as unconstitutional, unequal, and founded on selfish sectional interests. Opposing him was Henry Clay, the Kentucky senator and champion of the protectionists. Both Calhoun and Clay had presidential ambitions, and neither could agree on any issue save their common opposition to President Jackson, who seemed to favor a military solution to the South Carolina problem. It was only when Clay, after the most complicated maneuverings, produced the Compromise of 1833 that he, Calhoun, and Jackson could agree to coexist peaceably within the Union.The compromise consisted of two key parts. The Compromise Tariff, written by Clay and approved by Calhoun, provided for the gradual reduction of duties to the revenue level of 20 percent. The Force Bill, enacted at the request of President Jackson, authorized the use of military force, if necessary, to put down nullification in South Carolina. The two acts became, respectively, the olive branch and the sword of the compromise that preserved the peace, the Union, and the Constitution in 1833.A careful study of what has become a neglected event in American political history, Merrill D. Peterson's work spans a period of over thirty years -- sketching the background of national policy out of which nullification arose, detailing the explosive events of 1832 and 1833, and then tracing the consequences of the compromise through the dozen or so years that it remained in public controversy. It is often associated with—and sometimes blamed for—the onset of the Great Depression, the collapse of world trade, and the global spread of protectionism in the 1930s. Even today, the ghosts of congressmen Reed Smoot and Willis Hawley haunt anyone arguing for higher trade barriers; almost single-handedly, they made protectionism an insult rather than a compliment. In Peddling Protectionism, Douglas Irwin provides the first comprehensive history of the causes and effects of this notorious measure, explaining why it largely deserves its reputation for combining bad politics and bad economics and harming the U.S. and world economies during the Depression. Starting as a Republican ploy to win the farm vote in the 1928 election by increasing duties on agricultural imports, the tariff quickly grew into a logrolling, pork barrel free-for-all in which duties were increased all around, regardless of the interests of consumers and exporters. After Herbert Hoover signed the bill, U.S. imports fell sharply and other countries retaliated by increasing tariffs on American goods, leading U.S. exports to shrivel as well. While Smoot-Hawley was hardly responsible for the Great Depression, Irwin argues, it contributed to a decline in world trade and provoked discrimination against U.S. exports that lasted decades. Peddling Protectionism tells a fascinating story filled with valuable lessons for trade policy today.

After the Revolutionary War, despite political independence, the United States still relied on other countries for manufactured goods. Francis Cabot Lowell was one of the principal investors in building the India Wharf and the shops and warehouses close to Boston harbor. His work was instrumental in establishing domestic industry for the United States and brought the Industrial Revolution to the United States. From 1810 to the start of the War of 1812, he traveled through Great Britain, where he saw the tremendous changes caused by the Industrial Revolution, starting with cotton textiles. On his return to the United States he focused on establishing a domestic textile industry to replace imported goods. With his brother-in-law, Patrick Tracy Jackson, he built the Boston Manufacturing Company at Waltham-America's first integrated mill. With his star mechanic, Paul Moody, he developed a power loom and other machines suitable for local conditions. The Life and Times of Francis Cabot Lowell, 1775-1817 tells the story of this amazing man and the great success of the Boston Manufacturing Company, which spurred the American industrial revolution. Francis Cabot Lowell's method-a detailed investment plan, cheap raw materials and power, a motivated labor force, a sound marketing plan, and, above all, modern technology-became the standard for the American factory of the nineteenth century. When Francis Cabot Lowell died, his associates established America's first industrial city, and named it Lowell in his honor.
