The Latin America and the Caribbean (LAC) region has proved to be relatively resilient in the face of increased debt stress, stubborn inflation, and uncertainty arising from the Russian invasion of Ukraine. Income and employment have largely recovered from the pandemic, poverty has receded, and markets remain guardedly optimistic about the near future. However, global uncertainty is rising, including a recent wave of bank failures in the US and Europe. Strengthening resilience, both on the health and macroeconomic fronts, will be paramount. Progress remains pending in both vaccination coverage and health system preparedness, while the institutionality of macroeconomic policy in some countries is being questioned. The evolution of the global economy is providing two new areas of opportunity for the region: the trend toward nearshoring-moving production closer to the US and European markets-and the imperative to combat climate change, which is giving the region a new comparative advantage in sun, wind, hydro, and natural capital. Taking advantage of these will require greater integration into the global economy. Yet, paradoxically, in the face of these opportunities. LAC is becoming less integrated. Trade intensity has largely stagnated, and foreign direct investment (FDI) to most countries has declined. Beyond the long-term structural reforms needed to reduce systemic risk, raise the level and quality of education, invest in infrastructure, and ensure well-functioning financial markets, this report calls to preserve the reputational gains of the past 20 years in terms of macro stability and streamlining regulation dealing with customs and transport to lower the cost of doing business in the region. Export promotion agencies and investment promotion agencies can also help as they have proven track records. A comprehensive approach to both shorter- and longer-term reforms could move LAC toward a renewed and more dynamic engagement with the global economy.

Segregation is deepening in American schools as courts terminate desegregation plans, residential segregation spreads, the proportion of whites in the population falls, and successful efforts to use choice for desegregation, such as magnet schools, are replaced by choice plans with no civil rights requirements. Based on the fruits of a collaboration between the Civil Rights Project at Harvard University and the Southern Poverty Law Center, the essays presented in Lessons in Integration: Realizing the Promise of Racial Diversity in American Schools analyze five decades of experience with desegregation efforts in order to discover the factors accounting for successful educational experiences in an integrated setting. Starting where much political activity and litigation, as well as most previous scholarship, leaves off, this collection addresses the question of what to do--and to avoid doing--once classrooms are integrated, in order to maximize the educational benefits of diversity for students from a wide array of backgrounds. Rooted in substantive evidence that desegregation is a positive educational and social force, that there were many successes as well as some failures in the desegregation movement, and that students in segregated schools, whether overwhelmingly minority or almost completely white, are disadvantaged on some important educational and social dimensions when compared to their peers in well-designed racially diverse schools, this collection builds on but also goes beyond previous research in taking account of increasing racial and ethnic diversity that distinguishes present-day American society from the one addressed by the Brown decision a half-century ago. In a society with more than 40 percent nonwhite students and thousands of suburban communities facing racial change, it is critical to learn the lessons of experience and research regarding the effective operation of racially diverse and inclusive schools. Early childhood development outcomes play an important role throughout a person's life, affecting one's income-earning capacity and productivity, longevity, health, and cognitive ability. The deleterious effects of poor early childhood development outcomes can be long-lasting, affecting school attainment, employment, wages, criminality, and social integration of adults. The authors first take stock of early childhood development indicators in the region and explore access to early childhood development services for children of different backgrounds. They review recent evidence on the impact of early childhood development interventions in the region and investigate more deeply a selection of programs in Latin America and the Caribbean to distill lessons related to their design, implementation and institutionalization processes.
