The Country of Origin Labeling (COOL) provisions in the 2002 Farm Bill require retail sellers of several food commodities to inform consumers of the country of origin of certain commodities [Farm Security and Rural Investment Act of 2002, Subtitle D-Country of Origin Labeling, Sec. 282(a)(1)]. There has been considerable debate and several competing claims regarding the costs of this program despite the fact that USDA has not yet designed the regulations to implement mandatory labeling.
