Contemporary Western societies are witnessing ground-breaking social, economic and political changes at an accelerating pace. In 1976, Daniel Bell's historical work predicted a vastly different society developing—one that will rely on the “economics of information” rather than the “economics of goods.” Bell argued that the new society would not displace the older one but rather overlie some of the previous layers just as the industrial society did not completely eradicate the agrarian sectors of our society. The post-industrial society's dimensions would include the spread of a knowledge class, the change from goods to services and the role of women. Corruption and ineffectiveness are often expected of public servants in developing countries. However, some groups within these states are distinctly more effective and public oriented than the rest. Why? Patchwork Leviathan explains how a few spectacularly effective state organizations manage to thrive amid general institutional weakness and succeed against impressive odds. Drawing on the Hobbesian image of the state as Leviathan, Erin Metz McDonnell argues that many seemingly weak states actually have a wide range of administrative capacities. Such states are in fact patchworks sewn loosely together from scarce resources into the semblance of unity. McDonnell demonstrates that when the human, cognitive, and material resources of bureaucracy are rare, it is critically important how they are distributed. Too often, scarce bureaucratic resources are scattered throughout the state, yielding little effect. McDonnell reveals how a sufficient concentration of resources clustered within particular pockets of a state can be transformative, enabling distinctively effective organizations to emerge from a sea of ineffectiveness. Cities in the North Atlantic coal and steel belt embodied industrial power in the early twentieth century, but by the 1970s, their economic and political might had been significantly diminished by newly industrializing regions in the Global South. This was not simply a North American phenomenon—the precipitous decline of mature steel centers like Pittsburgh, Pennsylvania, and Hamilton, Ontario, was a bellwether for similar cities around the world. Contemporary narratives of the decline of basic industry on both sides of the Atlantic make the postindustrial transformation of old manufacturing centers seem inevitable, the product of natural business cycles and neutral market forces. In Remaking the Rust Belt, Tracy Neumann tells a different story, one in which local political and business elites, drawing on a limited set of internationally circulating redevelopment models, pursued postindustrial urban visions. They hired the same consulting firms; shared ideas about urban revitalization on study tours, at conferences, and in the pages of professional journals; and began to plan cities oriented around services rather than manufacturing—all well in advance of the economic malaise of the 1970s. While postindustrialism remade cities, it came with high costs. In following this strategy, public officials sacrificed the well-being of large portions of their populations. Remaking the Rust Belt recounts how local leaders throughout the Rust Belt created the jobs, services, leisure activities, and cultural institutions that they believed would attract younger, educated, middle-class professionals. In the process, they abandoned social democratic goals and widened and deepened economic inequality among urban residents.

America is highly polarized around elections, but unelected actors make many of the decisions that affect our lives. In this lucid history, James R. Copland explains how unaccountable agents have taken over much of the U.S. government apparatus. Congress has largely abdicated its authority. “Independent” administrative agencies churn out thousands of new regulations every year. Courts have enabled these rulemakers to expand their powers beyond those authorized by law—and have constrained executive efforts to rein in the bureaucratic behemoth. No ordinary citizen can know what is legal and what is not. There are some 300,000 federal crimes, 98 percent of which were created by administrative action. The proliferation of rules gives enormous discretion to unelected enforcers, and the severity of sanctions can be ruinous to citizens who unwittingly violate a regulation. Outside the bureaucracy, private attorneys regulate our conduct through lawsuits. Most of the legal theories underlying these suits were never voted upon by our elected representatives. A combination of historical accident, decisions by judges and law professors, and self-interested advocacy by litigators has built an onerous and expensive legal regime. Finally, state and local officials may be accountable to their own voters, but some reach further afield, pursuing agendas to dictate the terms of national commerce. These new antifederalists are subjecting the citizens of Wyoming and Mississippi to the whims of the electorates of New York and San Francisco—contrary to the constitutional design. In these ways, the unelected have assumed substantial control of the American republic, upended the rule of law, given the United States the world’s costliest legal system, and inverted the Constitution’s federalism. Copland caps off his account with ideas for charting a corrective course back to democratic accountability.
