This book examines the intersection between national and international counter-terrorism policies and civil society in numerous national and regional contexts. The 9/11 terrorist attacks against the United States in 2001 led to new waves of scholarship on the proliferation of terrorism and efforts to combat international terrorist groups, organizations, and networks. Civil society organisations have been accused of serving as ideological grounds for the recruitment of potential terrorists and a channel for terrorist financing. Consequently, states around the world have established new ranges of counter-terrorism measures that target the operations of civil society organisations exclusively. Security practices by states have become a common trend and have assisted in the establishment of ‘best practices’ among non-liberal democratic or authoritarian states, and are deeply entrenched in their security infrastructures. In developing or newly democratized states - those deemed democratically weak or fragile - these exceptional securities measures are used as a cover for repressing opposition groups, considered by these states as threats to their national security and political power apparatuses. This timely volume provides a detailed examination of the interplay of counter-terrorism and civil society, offering a critical discussion of the enforcement of global security measures by governments around the world.
This volume aims to provide a new framework for the analysis of securitization processes, increasing our understanding of how security issues emerge, evolve and dissolve. Securitisation theory has become one of the key components of security studies and IR courses in recent years, and this book represents the first attempt to provide an integrated and rigorous overview of securitization practices within a coherent framework. To do so, it organizes securitization around three core assumptions which make the theory applicable to empirical studies: the centrality of audience, the co-dependency of agency and context and the structuring force of the dispositif. These assumptions are then investigated through discourse analysis, process-tracing, ethnographic research, and content analysis and discussed in relation to extensive case studies. This innovative new book will be of much interest to students of securitisation and critical security studies, as well as IR theory and sociology. This book provides a comprehensive study of Indonesia's contemporary foreign policy engagement with Africa, highlighting the archipelago’s recent reawakening to the continent. It explores thoughts on Afro-Asian relations in general and their future in the changing geopolitical context. It provides a vision of Indonesia’s foreign policy and political situation at the highest level of leadership. It places Indonesia in a multi-comparison context, which helps us reconsider Indonesia today and widens our views on Indonesia’s needs to be better known through new perspectives and voices able to better convey the realities of its polity, aspirations, and complexities. It proposes, through the study of Indonesia’s African endeavour, to better grasp the contemporary Indonesian Zeitgeist and Weltanschauung. It also analyses the political power alliance formed by President Jokowi and former General Luhut Binsar Pandjaitan, leading a state-led development through state capitalism, mobilising State-Owned Enterprises (SOEs). The Bandung Conference host aspires to project its domestic development achievements towards Africa, focusing on Africa for Africa and not merely as part of a sometimes-abstract Afro-Asian discourse. Nonetheless, Afro-Asianism continues to be mobilised to facilitate market penetration and serve domestic interests. The book shows how Indonesia’s foreign policy toward Africa relates to domestic political contestation and consolidation, political legacy and commodity-based industrial policy, and Chinese and “China in Africa” networks and ideational influence, foremost among other networks of influence in the Jokowi era. The book also underlines how Indonesia’s knowledge production and academic deficiencies negatively impact its foreign policy capabilities, notably as a potential robust alternative partner for Africa. Diverse Islamic groups have triggered a »revival of Islam« in Central Asia in the last decades. As a result, there has been a general securitization of Islam by the governments: not only do they combat the terrorist Islamic Movement of Uzbekistan but also outlaw popular groups such as the Gülen movement. However, strong repression of religion might lead to radicalization. Kathrin Lenz-Raymann tests this hypothesis with an agent-based computer simulation and enriches her study with interviews with international experts, leaders of political Islam and representatives of folk Islam. She concludes that ensuring religious rights is essential for national security.
Resisting Indonesia’s Culture of Impunity examines the role of Indonesia’s first truth and reconciliation commission—the Aceh Truth and Reconciliation Commission, or KKR Aceh—in investigating and redressing the extensive human rights violations committed during three decades of brutal separatist conflict (1976–2005) in the province of Aceh. The KKR Aceh was founded in late 2016, as a product of the 2005 peace deal between the Indonesian government and the Free Aceh Movement (GAM). It has since faced many challenges—not least from Indonesia’s security forces and former GAM leaders, who have joined together in their determination to maintain impunity for their respective roles in the conflict. Indeed, the commission would not have been established without the tireless work of civil society actors, including non-government organisations and other humanitarian groups. In Resisting Indonesia’s Culture of Impunity, the editors set out to amplify the role of these civil society actors in the KKR Aceh and in transitional justice in Indonesia. Each chapter has been written by a team of authors, composed predominantly of commissioners and staff from the KKR Aceh itself, members of key civil society organisations, and academics. Further, the editors aim to scrutinise the KKR Aceh from the inside and analyse the establishment and operation of what is perhaps the only genuine state-sponsored attempt to implement transitional justice in Indonesia today.
This book examines the first regional strategy of South Korea toward Southeast Asia and India. At issue is how a middle power (a G20 country with the tenth largest economy in the world) seeks to play a larger and more comprehensive role in regions beyond the Korean peninsula. Hitherto, South Korean foreign policy has focused on nuclearizing North Korea, alliance maintenance with the United States, tricky relations with its most important economic partner China, and difficult ties with Japan marred by historical and territorial disputes. The Moon Administration has sought to diversify South Korean foreign policy by elevating ASEAN and India to the same strategic level as the United States, China, Russia, and Japan. To be sure, the latter countries continue to be most significant to the Korean peninsula. However, this book offers different country and regional perspectives on Seoul’s first regional grand strategy to play a role commensurate with its status as a middle power.
