For at least two centuries, democratic representation has been at the center of debate. Should elected representatives express the views of the majority, or do they have the discretion to interpret their constituents’ interests? How can representatives balance the desires of their parties and their electors? What should be done to strengthen the representation of groups that have been excluded from the political system? Representative democracy itself remains frequently contested, regarded as incapable of reflecting the will of the masses, or inadequate for today’s global governance. Recently, however, this view of democratic representation has been under attack for its failure to capture the performative and constructive elements of the process of representation, and a new literature more attentive to these aspects of the relationship between representatives and the represented has arisen. In Creating Political Presence, a diverse and international group of scholars explores the implications of such a turn. Two broad, overlapping perspectives emerge. In the first section, the contributions investigate how political representation relates to empowerment, either facilitating or interfering with the capacity of citizens to develop autonomous judgment in collective decision making. Contributions in the second section look at representation from the perspective of inclusion, focusing on how representative relationships and claims articulate the demands of those who are excluded or have no voice. The final section examines political representation from a more systemic perspective, exploring its broader environmental conditions and the way it acquires democratic legitimacy.

This book examines these and other questions relating to the role of absence and presence in everyday politics. Absence and presence are used as political tools in global events and everyday life to reinforce ideas about space, society, and belonging. Between Absence and Presence contains six empirically-focussed chapters introducing case study locations and contexts from around the world. These studies examine how particular groups’ relationships with places and spaces are characterized by experiences that are neither wholly present nor wholly absent. Each author demonstrates the variety of ways in which absence and presence are experienced – through silence, forgetting, concealment, distance, and the virtual – and constituted – through visual, aural, and technological. Such accounts also raise philosophical questions about representation and belonging: what must remain absent, and what is allowed to be present? Who decides, and how? Whose voices are heard? Persecution of Christians in the Middle East has been a recurring theme since the middle of the nineteenth century. The topic has experienced a resurgence in the last few years, especially during the Trump era. Middle Eastern Christians are often portrayed as a homogeneous, helpless group ever at the mercy of their Muslim enemies, a situation that only Western powers can remedy. The Politics of Persecution revisits this narrative with a critical eye. Mitri Raheb charts the plight of Christians in the Middle East from the invasion of Napoleon Bonaparte in 1799 to the so-called Arab Spring. The book analyzes the diverse socioeconomic and political factors that led to the diminishing role and numbers of Christians in Palestine, Egypt, Syria, Lebanon, and Jordan during the eras of Ottoman, French, and British Empires, through the eras of independence, Pan-Arabism, and Pan-Islamism, and into the current era of American empire. With an incisive exposé of the politics that lie behind alleged concerns for these persecuted Christians--and how the concept of persecution has been a tool of public diplomacy and international politics--Raheb reveals that Middle Eastern Christians have been repeatedly sacrificed on the altar of Western national interests. The West has been part of the problem for Middle Eastern Christianity and not part of the solution, from the massacre on Mount Lebanon to the rise of ISIS. The presence of women in Congress is at an all-time high -- approximately one of every five members is female -- and record numbers of women are running for public office for the 2018 midterms. At the same time, Congress is more polarized than ever, and little research exists on how women in Congress view their experiences and contributions to American politics today. Drawing on personal interviews with over three-quarters of the women serving in the 114th Congress (2015-17), the authors analyze how these women navigate today's stark partisan divisions, and whether they feel effective in their jobs. Through first-person perspectives, A Seat at the Table looks at what motivates these women's legislative priorities and behavior, details the ways in which women experience service within a male-dominated institution, and highlights why it matters that women sit in the nation's federal legislative chambers. It describes the strategies women employ to overcome any challenges they confront as well as the opportunities available to them. The book examines how gender interacts with political party, race and ethnicity, seniority, chamber, and district characteristics to shape women's representational influence and behavior, finding that party and race/ethnicity are the two most complicating factors to a singular narrative of women's congressional representation. The Friday Masowe apostolics of Zimbabwe refer to themselves as "the Christians who don’t read the Bible." They claim they do not need the Bible because they receive the Word of God "live and direct" from the Holy Spirit. In this insightful and sensitive historical ethnography, Matthew Engelke documents how this rejection of scripture speaks to longstanding concerns within Christianity over mediation and authority. The Bible, of course, has been a key medium through which Christians have recognized God’s presence. But the apostolics perceive scripture as an unnecessary, even dangerous, mediator. For them, the materiality of the Bible marks a distance from the divine and prohibits the realization of a live and direct faith. Situating the Masowe case within a broad comparative framework, Engelke shows how their rejection of textual authority poses a problem of presence—which is to say, how the religious subject defines, and claims to construct, a relationship with the spiritual world through the semiotic potentials of language, actions, and objects. Written in a lively and accessible style, A Problem of Presence makes important contributions to the anthropology of Christianity, the history of religions in Africa, semiotics, and material culture studies.
