American cities are increasingly turning to revitalization strategies that embrace the ideas of new urbanism and the so-called creative class in an attempt to boost economic growth and prosperity to downtown areas. Behind the Scenes examines planning in the City of Adelaide from 1972 until 1993 within the historical framework of City/State relations from 1836 when the Province of South Australia was founded. During this 21-year period, the City had its own planning and development control legislation separate from the rest of the State. Dr Llewellyn-Smith examines why this situation came about, why it continued for this particular period and why it ceased in 1993 when the separate legislation was repealed and the City became part of the State system under the new Development Act 1993. Behind the Scenes includes original interviews with many of the key individuals in the City and State who played influential roles during this period. “Sprawl” is one of the ugliest words in the American political lexicon. Virtually no one wants America’s rural landscapes, farmland, and natural areas to be lost to bland, placeless malls, freeways, and subdivisions. Yet few of America’s fast-growing rural areas have effective rules to limit or contain sprawl. Oregon is one of the nation’s most celebrated exceptions. In the early 1970s Oregon established the nation’s first and only comprehensive statewide system of land-use planning and largely succeeded in confining residential and commercial growth to urban areas while preserving the state’s rural farmland, forests, and natural areas. Despite repeated political attacks, the state’s planning system remained essentially politically unscathed for three decades. In the early- and mid-2000s, however, the Oregon public appeared disenchanted, voting repeatedly in favor of statewide ballot initiatives that undermined the ability of the state to regulate growth. One of America’s most celebrated “success stories” in the war against sprawl appeared to crumble, inspiring property rights activists in numerous other western states to launch copycat ballot initiatives against land-use regulation. This is the first book to tell the story of Oregon’s unique land-use planning system from its rise in the early 1970s to its near-death experience in the first decade of the 2000s. Using participant observation and extensive original interviews with key figures on both sides of the state’s land use wars past and present, this book examines the question of how and why a planning system that was once the nation’s most visible and successful example of a comprehensive regulatory approach to preventing runaway sprawl nearly collapsed. Planning Paradise is tough love for Oregon planning. While admiring much of what the state’s planning system has accomplished, Walker and Hurley believe that scholars, professionals, activists, and citizens engaged in the battle against sprawl would be well advised to think long and deeply about the lessons that the recent struggles of one of America’s most celebrated planning systems may hold for the future of land-use planning in Oregon and beyond.
Eve E. Buckley’s study of twentieth-century Brazil examines the nation’s hard social realities through the history of science, focusing on the use of technology and engineering as vexed instruments of reform and economic development. Nowhere was the tension between technocratic optimism and entrenched inequality more evident than in the drought-ridden Northeast sertão, plagued by chronic poverty, recurrent famine, and mass migrations. Buckley reveals how the physicians, engineers, agronomists, and mid-level technocrats working for federal agencies to combat drought were pressured by politicians to seek out a technological magic bullet that would both end poverty and obviate the need for land redistribution to redress long-standing injustices.
The idea of `economic planning' was a central theme of the radical economic policy debate in the 1930s. Born of the inter-war economic crisis, the call for the reconstruction of the economy according to a `plan' of one kind or another spanned practically the entire spectrum of the politics ofthe day. The fashion for planning is often seen as the seedbed of the Keynesian revolution and the `Butskellite' consensus of thenext decade. Yet `planning' was neither uniformly Keynesian nor, in fact, indicative of political agreement over economic policy. Beneath the shared language ofplanning, the radical economic debate was riven by the same ideological rifts which dominated the more conventional political scene. Dr Ritschel traces the many interpretations of planning, and examines the process of ideological construction and dissemination of the new economic ideas. He finisheswith an explanation of the planners' retreat, late in the decade, from the divisive economics of planning towards the less ambitious but also far less contentious alternative - the `middle way' of Keynesian economics.
In recent years many nations have asked why not enough housing is being built or, when it is built, why it isn't of the highest quality or in the best, most sustainable, locations. Using a comparative framework, it asks: how different systems of urban governance and planning mediate the supply of land for housing; whether and how these system differences influence the location, quantity and price of residential land and the implications for housing outcomes; what can be learned from these different systems for allocating land, building consensus between different stakeholders, and delivering a steady supply of high quality and well located homes accessible to, and appropriate for, diverse housing needs. This book frames each case study in a comprehensive examination of national and territorial frameworks before dissecting key local cases. These local cases – urban renewal and greenfield growth centres in Australia, new towns and strategic sites in England, and major development schemes in Hong Kong – explore how broader urban planning and housing policy goals play out at the local level. While the book highlights a number of potential strategies for improving planning and housing delivery processes, the real challenge is to give voice to a broader array of interests, reconstituting the political process surrounding planning and housing development to prioritise homes in well-planned places for the many, rather than simply facilitating investment opportunities for the few.
