Imagine a capitalist paradise. An island utopia governed solely by the rules of the market and inspired by the fictions of Ayn Rand and Robinson Crusoe. Sound far-fetched? It may not be. The past half century is littered with the remains of such experiments in what Raymond Craib calls “libertarian exit.” Often dismissed as little more than the dreams of crazy, rich Caucasians, exit strategies have been tried out from the southwest Pacific to the Caribbean, from the North Sea to the high seas, often with dire consequences for local inhabitants. Based on research in archives in the US, the UK, and Vanuatu, as well as in FBI files acquired through the Freedom of Information Act, Craib explores in careful detail the ideology and practice of libertarian exit and its place in the histories of contemporary cap­italism, decolonization, empire, and oceans and islands. Adventure Capitalism is a global history that intersects with an array of figures: Fidel Castro and the Koch brothers, American segregationists and Melanesian socialists, Honolulu-based real estate speculators and British Special Branch spies, soldiers of fortune and English lords, Orange County engineers and Tongan navigators, CIA operatives and CBS news executives, and a new breed of techno-utopians and an old guard of Honduran coup leaders. This is not only a history of our time but, given the new iterations of privatized exit—seasteads, free private cities, and space colonization—it is also a history of our future.
Fast money schemes in Papua New Guinea, collectivities in rural Solomon Islands, gambling in the Cook Islands, and the Vanuatu tax haven—all feature in the interface between Pacific and global economies. Access to global markets would provide the means to improve their standard of living, allowing them to take their places as independent nations in a modern world. Legal scholars, economists, and international development practitioners often assume that the state is capable of 'securing' rights to land and addressing gender inequality in land tenure. In this innovative study of land tenure in Solomon Islands, Rebecca Monson challenges these assumptions. Monson demonstrates that territorial disputes have given rise to a legal system characterised by state law, custom, and Christianity, and that the legal construction and regulation of property has, in fact, deepened gender inequalities and other forms of social difference. These processes have concentrated formal land control in the hands of a small number of men leaders, and reproduced the state as a hypermasculine domain, with significant implications for public authority, political participation, and state formation. Drawing insights from legal scholarship and political ecology in particular, this book offers a significant study of gender and legal pluralism in the Pacific, illuminating ongoing global debates about gender inequality, land tenure, ethnoterritorial struggles and the post colonial state.
The relationship between customary land tenure and ‘modern’ forms of landed property has been a major political issue in the ‘Spearhead’ states of Melanesia since the late colonial period, and is even more pressing today, as the region is subject to its own version of what is described in the international literature as a new ‘land rush’ or ‘land grab’ in developing countries. This volume aims to test the application of one particular theoretical framework to the Melanesian version of this phenomenon, which is the framework put forward by Derek Hall, Philip Hirsch and Tania Murray Li in their 2011 book, Powers of Exclusion: Land Dilemmas in Southeast Asia. Since that framework emerged from studies of the agrarian transition in Southeast Asia, the key question addressed in this volume is whether ‘land transformations’ in Melanesia are proceeding in a similar direction, or whether they take a somewhat different form because of the particular nature of Melanesian political economies or social institutions. The contributors to this volume all deal with this question from the point of view of their own direct engagement with different aspects of the land policy process in particular countries. Aside from discussion of the agrarian transition in Melanesia, particular attention is also paid to the growing problem of land access in urban areas and the gendered nature of landed property relations in this region.
Throughout Oceania, land is central to identity because it is understood to be spiritually nourishing and sustaining. Land is the mother. Land, and the kinship it nurtures, is the basis for sustaining livelihoods and ways of life. Therefore, Indigenous dispossession from the land has deep and far-reaching consequences. My Land, My Life: Dispossession at the Frontier of Desire explores the land rush that took place in Vanuatu from 2001 to 2014 which resulted in over ten percent of all customary land being leased. In this book, Siobhan McDonnell offers new insights into the drivers of capitalist land transformations. Using multi-scalar and multi-sited ethnography, she describes not simply a linear march toward commodification of the landscape by foreign interests, but a complex web replete with the local powerful Indigenous men involved in manipulating power and property. McDonnell meticulously describes land-leasing processes and maps the relationships between investors, middlemen, and local men. She shows how property is a tool with which foreigners reassert capitalism and neocolonial control over Indigenous landscapes. The legal identity of “landowner” contains foundational contradictions between the rights established in Vanuatu’s kastom system and those afforded by property, as individualized rights over land. Property has also created sites for the production of masculine authority and enabled men to manipulate claims to land and entrench their personal power. This book explores how transactions of customary land have created new domains of agency and frontiers of desire: foreign desire to possess land and local desire to lease land for cash. It concludes with a discussion of Vanuatu’s constitutional and land reform package, drafted by the author, which took effect in 2014 and delivered a more empathetic approach to Indigenous land rights and ended the land rush. Informed by decades of study, legal work, and community engagement, My Land, My Life demonstrates an engaged anthropological practice based on reciprocity that responds directly to what Indigenous people have asked for. This book is certain to appeal to a wide range of scholars as well as policy makers.

This book charts the previously untold story of decolonisation in the oceanic world of the Pacific, Australia and New Zealand, presenting it both as an indigenous and an international phenomenon. Tracey Banivanua Mar reveals how the inherent limits of decolonisation were laid bare by the historical peculiarities of colonialism in the region, and demonstrates the way imperial powers conceived of decolonisation as a new form of imperialism. She shows how Indigenous peoples responded to these limits by developing rich intellectual, political and cultural networks transcending colonial and national borders, with localised traditions of protest and dialogue connected to the global ferment of the twentieth century. The individual stories told here shed new light on the forces that shaped twentieth-century global history, and reconfigure the history of decolonisation, presenting it not as an historic event, but as a fragile, contingent and ongoing process continuing well into the postcolonial era.
