The National Research Council's Roundtable on Public Interfaces of the Life Sciences held a 2-day workshop on January 15-16, 2015, in Washington, DC to explore the public interfaces between scientists and citizens in the context of genetically engineered (GE) organisms. The workshop presentations and discussions dealt with perspectives on scientific engagement in a world where science is interpreted through a variety of lenses, including cultural values and political dispositions, and with strategies based on evidence in social science to improve public conversation about controversial topics in science. The workshop focused on public perceptions and debates about genetically engineered plants and animals, commonly known as genetically modified organisms (GMOs), because the development and application of GMOs are heavily debated among some stakeholders, including scientists. For some applications of GMOs, the societal debate is so contentious that it can be difficult for members of the public, including policy-makers, to make decisions. Thus, although the workshop focused on issues related to public interfaces with the life science that apply to many science policy debates, the discussions are particularly relevant for anyone involved with the GMO debate. The Politics of Precaution examines the politics of consumer and environmental risk regulation in the United States and Europe over the last five decades, explaining why America and Europe have often regulated a wide range of similar risks differently. It finds that between 1960 and 1990, American health, safety, and environmental regulations were more stringent, risk averse, comprehensive, and innovative than those adopted in Europe. But since around 1990, the book shows, global regulatory leadership has shifted to Europe. What explains this striking reversal? David Vogel takes an in-depth, comparative look at European and American policies toward a range of consumer and environmental risks, including vehicle air pollution, ozone depletion, climate change, beef and milk hormones, genetically modified agriculture, antibiotics in animal feed, pesticides, cosmetic safety, and hazardous substances in electronic products. He traces how concerns over such risks--and pressure on political leaders to do something about them--have risen among the European public but declined among Americans. Genetically engineered (GE) crops were first introduced commercially in the 1990s. After two decades of production, some groups and individuals remain critical of the technology based on their concerns about possible adverse effects on human health, the environment, and ethical considerations. Since their commercial introduction in 1996, genetically modified (GM) crops have been adopted by farmers around the world at impressive rates. In 2011, 180 million hectares of GM crops were cultivated by more than 15 million farmers in 29 countries.
