In a series of stimulating essays, William E. Connolly explores the element of ambiguity in politics. He argues that democratic politics in a modern society requires, if it is to flourish, an appreciation of the ambiguous character of the standards and principles we cherish the most. Connolly's work, lucidly, presented and intellectually challenging, will be of interest to students and scholars of political science, philosophy, rhetoric, and law, and to all whose interests include the connections between contemporary epistemological arguments and politics and, more broadly, between thought and language. Connolly criticizes the ways in which contemporary politics extends normalization into various areas of modern existence. He argues, against this trend, for an approach that would provide relief from the rigid identity formations that result from normalization. In supporting his thesis, Connolly shows how the imperative for growth must be relaxed if normalizing pressures are to be obviated. His, however, is not the familiar antigrowth argument; rather, he ties his thesis to his general antinormalization argument, asking how one could create an ethic that would sustain itself when the growth imperatives are relaxed. Connolly's chapters on the work of other thinkers (including Michel Foucault, Jürgen Habermas, Richard Rorty, and Charles Taylor) are linked with his main theme, as he shows how various tendencies in the philosophy of the social sciences and in political theory aid and abed the normalizing tendency. His analyses of Rorty and Taylor are especially important. Connolly shows the significance of antifoundationalism (Rorty's contribution to the debate on epistemology), while providing a compelling critique both of Rorty's stance and Taylor's alternative to it. Especially important to Connolly's thesis is the ontology on which it rests. He shows how the endorsement of an ontology of discordance within concord--a view that all systems of meaning impose order on that which was not designed to fit neatly within them--can support a more democratizing process. His final chapter, "Where the Word Breaks Off," vindicates the ontology of discordance, which has governed the argument throughout the text. Throughout these essays, Connolly builds a consistent argument for the politicalization of normalization, disclosing forms of normalization where others have seen unproblematic modes of communication and problem solving. Original in concept and bold in presentation, Connolly's work will form the basis for considerable debate in the several disciplines it serves.

The notion of ‘silence’ in Politics and International Relations has come to imply the absence of voice in political life and, as such, tends to be scholastically prescribed as the antithesis of political power and political agency. However, from Emma Gonzáles’s three minutes of silence as part of her address at the March for Our Lives, to Trump’s attempts to silence the investigation into his campaign’s alleged collusion with Russia, along with the continuing revelations articulated by silence-breakers of sexual harassment, it is apparent that there are multiple meanings and functions of political silence – all of which intersect at the nexus of power and agency. Dingli and Cooke present a complex constellation of engagements that challenge the conceptual limitations of established approaches to silence by engaging with diverse, cross-disciplinary analytical perspectives on silence and its political implications in the realms of: environmental politics, diplomacy, digital privacy, radical politics, the politics of piety, commemoration, international organization and international law, among others. Contributors to this edited collection chart their approaches to the relationship between silence, power and agency, thus positing silence as a productive modality of agency. While this collection promotes intellectual and interdisciplinary synergy around critical thinking and research regarding the intersections of silence, power and agency, it is written for scholars in politics, international relations theory, international political theory, critical theory and everything in between.
Treating rhetoric and symbols as central rather than peripheral to politics, Lisa Wedeen’s groundbreaking book offers a compelling counterargument to those who insist that politics is primarily about material interests and the groups advocating for them. During the thirty-year rule of President Hafiz al-Asad’s regime, his image was everywhere. In newspapers, on television, and during orchestrated spectacles. Asad was praised as the “father,” the “gallant knight,” even the country’s “premier pharmacist.” Yet most Syrians, including those who create the official rhetoric, did not believe its claims. Why would a regime spend scarce resources on a personality cult whose content is patently spurious? Wedeen shows how such flagrantly fictitious claims were able to produce a politics of public dissimulation in which citizens acted as if they revered the leader. By inundating daily life with tired symbolism, the regime exercised a subtle, yet effective form of power. The cult worked to enforce obedience, induce complicity, isolate Syrians from one another, and set guidelines for public speech and behavior. Wedeen‘s ethnographic research demonstrates how Syrians recognized the disciplinary aspects of the cult and sought to undermine them. In a new preface, Wedeen discusses the uprising against the Syrian regime that began in 2011 and questions the usefulness of the concept of legitimacy in trying to analyze and understand authoritarian regimes.
Zahariadis offers a theory that explains policymaking when "ambiguity" is present—a state in which there are many ways, often irreconcilable, of thinking about an issue. Expanding and extending John Kingdon's influential "multiple streams" model that explains agenda setting, Zahariadis argues that manipulation, the bending of ideas, process, and beliefs to get what you want out of the policy process, is the key to understanding the dynamics of policymaking in conditions of ambiguity. He takes one of the major theories of public policy to the next step in three different ways: he extends it to a different form of government (parliamentary democracies, where Kingdon looked only at what he called the United States's presidential "organized anarchy" form of government); he examines the entire policy formation process, not just agenda setting; and he applies it to foreign as well as domestic policy. This book combines theory with cases to illuminate policymaking in a variety of modern democracies. The cases cover economic policymaking in Britain, France, and Germany, foreign policymaking in Greece, all compared to the U.S. (where the model was first developed), and an innovative computer simulation of the policy process.
Grounded in ethnography, this monograph explores the ambiguity of English as a lingua franca by focusing on identity politics of language and race in contemporary South Africa. The book adopts a multidisciplinary approach which highlights how ways of speaking English constructs identities in a multilingual context. Focusing primarily on isiZulu and Afrikaans speakers, it raises critical questions around power and ideology. The study draws from literature on English as a lingua franca, raciolinguistics, and the cultural politics of English and dialogues between these fields. It challenges long-held concepts underpinning existing research from the global North by highlighting how they do not transfer and apply to identity politics of language in South Africa. It sketches out how these struggles for belonging are reflected in marginalisation and empowerment and a vast range of local, global and glocal identity trajectories. Ultimately, it offers a first lens through which global scholarship on English as a lingua franca can be decolonised in terms of disciplinary limitations, geopolitical orientations and a focus on the politics of race that characterize the use of English as a lingua franca all over the world. This book will be of interest to students and researchers in linguistic anthropology, sociolinguistics, World Englishes, ELF and African studies.
On the Politics of Educational Theory considers the political significance of educational theory as a specific genre of public discourse. Rather than understanding educational theories solely as addressing issues of childrearing and instruction, this book aims to view educational theories in a broader socio-political context. It explores the role of educational theories in the construction of collective and political identities, and analyses them as rhetorical strategies operating as political discourses. Defining the methodological framework through the perspectives of Michel Foucault and Ernesto Laclau, each chapter examines the ways in which theories of education contribute to the creation of social realities and identities. Such issues as the construction of visibility and invisibility of power, the tropes of temporality, or the use of postulational language where theorists say what ‘should’ be done in and by education, are some of the threads that weave through particular theories – from Rousseau to the discourse of education in the knowledge-based society – analysed as ontological rhetorics constitutive of political identities. This book suggests a direction for a more conscious way of dealing with the political in education. Populism has become a favourite catchword for mass media and politicians faced with the challenge of protest parties or movements. It has often been equated with radical right leaders or parties. This volume offers a different perspective and underlines that populism is an ambiguous but constitutive component of democratic systems torn between their ideology (government of the people, by the people, for the people) and their actual functioning, characterised by the role of the elites and the limits put on the popular will by liberal constitutionalism.
Why do unelected federal judges have so much power to make policy in the United States? Why were federal judges able to thwart apparent legislative victories won by labor organizations in the Lochner era? Most scholars who have addressed such questions assume that the answer lies in the judiciary's constitutionally guaranteed independence, and thus worry that insulated judges threaten democracy when they stray from baseline positions chosen by legislators. This book argues for a fundamental shift in the way scholars think about judicial policy-making. Scholars need to notice that legislators also empower judges to make policy as a means of escaping accountability. This study of legislative deference to the courts offers a dramatic reinterpretation of the history of twentieth-century labor law and shows how attention to legislative deferrals can help scholars to address vexing questions about the consequences of judicial power in a democracy.
