Their main significance lies in the proof they offer that the idea of Contract is, at most, no more than a secondary element in Rousseau's contribu tion to political theory; that he hesitated long before adopting it; and that, after he had done so, he again allowed it to be thrust into the background by the ideas of environment and historical tradition which, in the first instance, he drew from Montesquieu.
