In Spoils of Truce, Reinoud Leenders documents the extensive corruption that accompanied the reconstruction of Lebanon after the end of a decade and a half of civil war. With the signing of the Ta’if peace accord in 1989, the rebuilding of the country’s shattered physical infrastructure and the establishment of a functioning state apparatus became critical demands. Despite the urgent needs of its citizens, however, graft was rampant. Leenders describes the extent and nature of this corruption in key sectors of the Lebanese economy and government, including transportation, health care, energy, natural resources, construction, and social assistance programs. Exploring in detail how corruption implicated senior policymakers and high-ranking public servants, Leenders offers a clear-eyed perspective on state institutions in the developing world. He also addresses the overriding role of the Syrian leadership’s interests in Lebanon and in particular its manipulation of the country’s internal differences. His qualitative and disaggregated approach to dissecting the politics of creating and reshaping state institutions complements the more typical quantitative methods used in the study of corruption. More broadly, Spoils of Truce will be uncomfortable reading for those who insist that power-sharing strategies in conflict management and resolution provide some sort of panacea for divided societies hoping to recover from armed conflict.

This volume explores the role of informal networks in the politics of Middle Eastern economic reform. The editor's introduction demonstrates how network-based models overcome limitations in existing approaches to the politics of economic reform. The following chapters show how business-state networks in Egypt, Morocco, Tunisia, Syria, Lebanon, and Jordan have affected privatization programs and the reform of fiscal policies. They help us understand patterns and variation in the organization and outcome of economic reform programs, including the opportunities that economic reforms offered for reorganizing networks of economic privilege across the Middle East.

Education is a source of national pride in Lebanon. When the general public was asked how the education system was performing, 76 percent of respondents had a positive opinion; and these satisfaction rates have been consistently high over the years. However, perception of education quality does not reflect the reality of the sector; and learning outcomes, which are the determining metrics of success in education, have been lower than the international average, with a declining trend since 2007. This volume seeks to uncover why the education system in Lebanon is not reaching its full potential. It uses a political economy approach to study the drivers and factors that guide education operations to produce and utilize education outcomes. This includes the study of context, stakeholders, and processes that shape education policies, institutions, and activities. It also aims to identify enablers of and constraints on policy change and implementation, as well as the achievement of results. In this context, the analysis encompasses how education policies are developed; how education consumables—such as curricula, textbooks, and learning materials—are produced, distributed, and used by learners; how education services are delivered and monitored; and how achieved results are measured. It includes the identification of the most influential actors in the education arena, as well as their vested interests. It also examines unfavorable frameworks for action that are likely to block the adoption of reforms and delay or derail their implementation. The system-level analysis presented in this volume used a mixed-method approach. Qualitative and quantitative analyses were conducted based on a review and analysis of more than 1,900 research papers, articles, and books; laws and policies; expenditures; trends; and enrollment and outcome indicators. Primary methods of inquiry were also used and included interviews, focus group discussions, and a household-based perception survey.
This book analyzes the recent development of Gulf capitalism through to the aftermath of the 2008 economic crisis. Situating the Gulf within the evolution of capitalism at a global scale, it presents a novel theoretical interpretation of this important region of the Middle East political economy.
Since gaining independence in 1956, Sudan has endured a troubled history, including the longest civil war in African history in Southern Sudan and more recent conflicts such as the humanitarian crisis in Darfur. This book explores this history of ensuing conflict, examining why Sudan failed to sustain a successful modern post-colonial state. The book goes on to consider in detail the various attempts to end Sudan’s conflicts and initiate political and economic reconstruction, including the failure which followed the Addis Ababa agreement of 1982 and the more recent efforts following the Nivasha agreement of 2005 which ended the civil war in the south. It critically examines how reconstruction has been envisioned and the role of the various major players in the process: including donors, NGOs, ex-combatants and the central state authority. It argues that reconstruction can only be successful if it takes into account the fundamental and irreversible transformations of society engendered by war and conflict, which in the case of Sudan includes the massive rural to urban population flows experienced during the years of warfare. It compares possible future scenarios for Sudan, and considers how the obstacles to successful post-conflict reconstruction might best be overcome. Overall, this book will not only be of interest to scholars of Sudan and regional specialists, but to all social scientists interested in the dynamics of post-conflict reconstruction and state-building.
