This dissertation examines and analyzes economic and political forces that influenced military base closures under the Defense Base Closure and Realignment (BRAC) process of the late 1980's and early 1990's. The research utilizes a qualitative approach to outline the public good nature of defense and describes the rapid shifts in power and authority that were necessary for the formation of four "independent" BRAC commissions. Win-set analysis demonstrates that outside forces played a large role in allowing self-interested politicians to relinquish control over pork-laden defense expenditures. A quantitative approach, based on logistic regression, is used to analyze the significance and magnitude of economic and political variables that influenced the Pentagon and the BRAC Commissioners. Empirical findings indicate that politics was not removed from the process and that political variables were important in determining the probability a particular military facility remained open.
The Base Realignment and Closure (BRAC) process, initiated in 1988 to regulate U.S. military base closures and realignments, has been through five rounds and resulted in the closure of 121 major bases. Once the government decides to close a base, the property is commonly transferred to local communities for reuse. The design of the BRAC process tied the hands of Congress and limited political influences over bases chosen for closure. Although BRAC constrains conventional political motivations at the closure stage, researchers have overlooked the political economy of base redevelopment after closure has occurred. This paper fills this gap by examining the post-closure process with emphasis on the epistemic limitations facing political actors in designing the redevelopment process to achieve economic prosperity and the incentives this creates for rent-seeking behavior.

Military base closures are often viewed as a serious threat to a region's local economy. Defense base closings can also offer an unprecedented opportunity to restore the economic health of the community, prompt new industrial development, provide improved public services, and encourage long term economic growth. The purpose of this research is to examine the Base Closure steps and develop a model for the Property Reutilization of the military installations. This study will investigate the political economy of the military base closure: the federal and local public policy process and how it impacts the economic efficiency of public resource allocation. This study will describe a surplus base facility that represented the largest single block of land to become available to a community for many years. Few communities have the opportunity to plan properly the use of large contiguous land parcels, which can thereby, influence and stimulate the community's potential development. The methodology of this paper is descriptive. This paper is based on research data obtained by a comprehensive review of literature and through personal interviews and Department of Defense Officials. Additional data obtained came from the use of the Internet and the Air University Library. This study will highlight a major facility and land use principles involved in the Base Closure and Reuse of a former military. Nevertheless, the final responsibility for land use planning and for securing the optimum use of the former base facilities to serve local needs and objectives still rests fully with the local community leadership itself.
This book investigates new patterns of «evasive delegation» and «dedistributive» policymaking by the U.S. Congress, whereby Congress delegates its decision-making power to ad hoc commissions or implements constraints that compel it to make decisions within prescribed limits. Elected public officials seem unwilling to make, or believe themselves unable to be «held responsible» for, «dedistributive» policy. Thus, means are devised to actually make the decisions, while allowing elected officials to evade responsibility. The Base Realignment and Closing Commission (BRAC), which aimed to get politics out of military base closings, is a quintessential example of such means. At the heart of these considerations is the question of with whom or where responsibility should rest. The American people are left to decide whether to hold unelected and more or less «unsupervised» individuals, commissions, and the like responsible for their greater well being while officially elected individuals quietly cede responsibility.
Discusses the geographic impact of base closures and realignments; and summarizes federal economic assistance programs for communities and individuals affected by military base closures and realignments (BRAC). The 2005 BRAC round includes the closure or realignment of 837 facilities and involves an additional 160 facilities that will gain missions or resources, for a total of 997 changes nationwide. Unlike previous rounds, the 2005 BRAC round is focused on creating the infrastructure needed to support a transformed, expeditionary armed force ¿ concentrated more on shifting forces and installation assets to promote the centralization of units in places from which they can be deployed rapidly.
